The ET Consultant/External Affairs Officer serves as a trusted advisor and operational lead to the Director of Global Engagement. This role supports the Director in translating strategic vision into action, ensuring the effective delivery of ECRGE’s stakeholder engagement, partnerships, and campaign management priorities. The incumbent works across teams to align activities with the Bank’s mission, track progress on initiatives, and help ensure that Global Engagement efforts deliver tangible, measurable results.
The position requires a mix of strategic acumen, organizational insight, and executional discipline—someone who can move fluidly between high-level strategy and day-to-day implementation. This role plays a pivotal part in advancing the Director’s strategic vision—driving execution, enabling collaboration, and ensuring that priorities translate into measurable outcomes.
Key Responsibilities
Strategic Planning and Execution
• Support the Director in defining and operationalizing ECRGE’s strategic priorities, aligning them with the World Bank Group’s goals of eliminating poverty and boosting shared prosperity.• Translate ideas and strategic directions into actionable plans, timelines, and deliverables across Global Engagement pillars (CSOs, philanthropy, think tanks, academia, private sector, and youth).• Track progress on initiatives and ensure timely follow-up, providing analysis, recommendations, and adjustments as needed.• Develop briefing materials, concept notes, and synthesis documents that distill complex stakeholder dynamics into actionable insights.
Program and Campaign Management • Work closely with internal and external partners to advance key global engagement campaigns and initiatives.• Support the Director with coordination across ECR, regions, and Global Practices across World Bank Group to ensure coherence and consistency in stakeholder engagement and partnership activities.• Support the Director with monitoring the progress on campaigns, track outcomes, and document lessons learned to inform future initiatives.
Stakeholder Engagement and Partnerships • Support the design and management of partnerships with civil society, philanthropy, think tanks, academia, private-sector associations, and technology organizations.• Help identify opportunities for collaboration, strategic dialogues, and joint initiatives to mobilize resources, build alliances, and strengthen advocacy.• Monitor stakeholder landscapes to anticipate emerging trends, opportunities, and potential areas of risk or tension.
Operational Support and Coordination • Serve as a central coordination point for the Director—ensuring follow-through on commitments, smooth workflow, and alignment among teams.• Support the Director in preparing for senior-level engagements, managing follow-ups, and ensuring that meeting outcomes are translated into concrete next steps.• Lead or coordinate special projects, pilots, and reviews to advance the Global Engagement delivery model.• Work closely with the department’s managers to track work programs, budget planning, and reporting cycles.
Monitoring, Analysis, and Reporting • Oversee the collection and analysis of data on stakeholder engagement, campaign impact, and partnership outcomes.• Prepare strategic updates and reports highlighting achievements, risks, and opportunities for improvement.• Ensure consistent documentation and institutional learning across initiatives.

Selection Criteria

• Master’s degree in International Relations, Development, Business Administration, or related field.
• Minimum 5-7 years of relevant experience in stakeholder engagement, strategy, partnerships, or development operations.
• Demonstrated experience in cross-sector collaboration (e.g., multilateral institutions, private sector, philanthropy, civil society).
• Strong organizational and analytical skills, with the ability to manage multiple workstreams and deliver under tight deadlines.
• Exceptional communication and interpersonal skills, including the ability to work across teams and influence without direct authority.
• Deep understanding of the World Bank Group’s mission, structure, and operations is preferred.
