Information and Technology Solutions (ITS) enables the WBG to achieve its mission of ending extreme poverty by 2030 and boosting shared prosperity in a sustainable manner by delivering transformative information and technologies to its staff working in over 130 client countries.
ITS services range from: establishing the infrastructure to reach and connect staff and development stakeholders; providing the devices and agile technology and information applications to facilitate the science of delivery through decentralized services; creating and maintaining tools to integrate information across the World Bank Group, the clients we serve and the countries where we operate; and delivering the computing power staff need to analyze development challenges and identify solutions.  
ITS is one of three VPUs that have been brought together as the World Bank Group Integrated Services (WBGIS), to provide enhanced corporate core services and enable the institution to operate as one strategic and coordinated entity. The ITS business model combines dedicated business solution centers that provide services tailored to specific WBG business needs and shared services that provide infrastructure, applications, and platforms for the entire Group.
The Fiduciary Solutions (ITSFD) is a unit within the Operations and County Engagement Department (ITSOE) that provides state-of-the-art information and technology applications to support the business needs of World Bank Operations. The unit focuses on modernizing the product processing platform through enhanced business alignment, process simplification & integration, and improved team productivity. The ITSFD’s application portfolio spans different business processes including Environmental and Social, Financial Management, and Operational Procurement as well as other client engagement applications.  We collaborate with our business partners to define product vision, strategy, roadmap, and business processes aligned with business objectives while ensuring a stronger product culture and value proposition. We are committed to delivering business solutions that deliver business value for money while we continue to excel at the basics. And we contribute to providing the Bank with an integrated digital platform that connects policies, processes, people, and knowledge across the institution in a holistic and staff-centric manner.   
The Information and Technology Solutions Fiduciary Operations unit (ITSFD) is recruiting an extended-term consultant (ETC) with a strong and broad working knowledge of agile software product management to fill a Product Owner / Product Manager role in Sofia (Bulgaria).  The selected consultant will contribute to building and maintaining applications and services that support the implementation of the World Bank’s Environmental and Social Framework. The incumbent will be supervised by the ITSFD Senior Information Officer. 
Responsibilities 
Responsible for setting the product vision, strategy, and roadmap, and clearly communicating the strategy and business value to the stakeholders and management team. 

Owns the product roadmaps, including prioritization and scheduling process for the product from concept to design, prototype, testing, production, and support. Meets with business partners and other team members to understand business processes, needs, and pain points and determines the new features and capabilities required to build or enhance the product.  

Reviews and prioritizes feedback received for continual improvement of the application. Translate product strategy into detailed requirements and prototypes, identify key benefits, value propositions, operating plan, and other supporting documentation for existing and new product offerings to support the development process. 

Conduct research to define and identify use cases and unmet needs of existing and potential stakeholders and to establish business requirements. Ensures that requirements are adequately converted to ‘user stories’; manages the releases in an agile manner, including the MVP (minimum viable product), and manages the backlog.

Responsible for representing the department and unit to our business partners.  Should be able to convincingly present the product to the business partners.   Develop and maintain a business value to make a compelling case for continued investment in products. 

Perform product demos to business partners and stakeholders and collect, analyze, and provide responses in detail to product questions. Provide business context and guidance to UX and UI teams to define the product user experience and business analysts to create user stories aligned with the product roadmap. 

Works closely with scrum masters, business analysts, product development, and engineering teams and guides them with product planning and execution to deliver products that align with the vision and objectives.  Works closely with other supporting roles including Design, Solution Architects, Scrum Masters, and Quality Assurance to achieve the best outcomes. 

Develop data collection plans for tracking product usage metrics and help drive prioritization of product improvements. Collaborate with users, partners, team members, and industry influencers to ensure a solid and well-rounded understanding of products and developing needs. 

Conduct research to define and identify use cases and unmet needs of existing and potential stakeholders and to establish business requirements.  Adapt to competing demands, take on new responsibilities, and adjust plans to meet changing priorities.

Maintain a positive, constructive approach to problem-solving internally and during client interactions with a focus on timely and accurate issue resolution. 

Selection Criteria

Master's degree in Computer Science, Business Management, Product Management, or related fields with 5 years relevant experience or bachelor’s degree with a minimum of 7 years relevant experience. 

An agile practitioner with experience in agile tools such as Azure ADO, Version1, TFC, JIRA, etc.  Certified Product Owner, SAFe Agile Practitioner, and/or Scrum Master is preferred.

Excellent analytical, and problem-solving ability, excellent interpersonal and communications skills, creativity and business insight, and project management skills.  Strong client engagement and negotiation skills to identify and prioritize product demands.

Proven experience in Agile Process (Scrum, Agile), defining MVP, User Stories, and product roadmaps. Proven work experience in product management and ability to develop product strategies and effectively communicate recommendations to management. 

The product owner should have the passion and desire to improve the product, help drive innovation, and help remove impediments, so the team can consistently move forward. Proven ability to manage projects and time management skills. 

Strong verbal, and written communication and presentation skills.  Proficient in Microsoft Office suite and collaboration tools. 

Ability to excel in a fast-paced and demanding work context.
