Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women in Tajikistan implements a number of initiatives, focused on protection of women’s human rights through an improved access to public services (prevention of violence, delivery of services to women living with HIV, vulnerable rural women, single mothers, etc.). Many of the initiatives are being implemented in close cooperation with UN agencies to ensure multi-disciplinary and comprehensive technical expertise and assistance.

Reporting to the Head of Office, the Driver provides reliable and safe driving services to the UN Women Tajikistan Programme Office and other high-ranking UN officials and visitors ensuring the highest standards of discretion and integrity, sense of responsibility, and excellent knowledge of protocol and security issues. The Driver also demonstrates a client-oriented approach, courtesy, confidentiality, tact and ability to work with people of different national and cultural backgrounds. 
 
Reporting to the Finance and Administrative Assistant, the Driver may also be required to provide safe driving services to the operations and programme personnel in the Office, consultants and experts and UN staff on mission. The Driver will provide basic administrative and clerical support to the UN Women Programme Office.
 

Scope of Work:

1. Provide reliable and secure driving services: 

Drive office vehicle for the transportation of UN Women authorized personnel, high-ranking officials, visitors, UN Women programme and operations personnel, and facilitate VIP missions; Deliver and collect mail, documents, and other items to and from Government offices, Embassies, commercial establishments, and UN offices; Meet official personnel and visitors at the airport, including support with visa and customs formalities when required; Ensure that all passengers wear seatbelts at all times while the vehicle is in motion; Take all immediate actions required by rules and regulations in case of involvement in accidents and report incidents promptly; Accurately maintain daily vehicle logs and vehicle history records, including daily mileage and fuel consumption; Adhere to all relevant job-specific guidelines and policies of UN Women, including but not limited to the vehicle management policy; Ensure that the vehicle complies with the Security and Safety standards established at the duty station through the Security Risk Management process.

2. Provide proper use of the assigned vehicle:

Contribute to environmental sustainability and cost-saving by driving responsibly;  Maintain timely minor repairs, arrangement for major results, timely changes of oil, check of tires, brakes, car washing; Prepare and maintain data of the vehicle maintenance plans and reports.  Contribute to environmental sustainability and cost-efficiency by driving responsibly and economically; Ensure timely minor repairs, arrange for major repairs when required, perform timely oil changes, and regularly check tires, brakes, and vehicle cleanliness; Prepare, update, and maintain vehicle maintenance plans, schedules, and related reports.

 3. Provide day-to-day maintenance of the assigned vehicle:

Ensure that the office vehicle is kept clean, properly washed, and in good working condition at all times; Regularly check oil levels, tire tread depth and pressure, lights, indicators, wipers, horn, clutch, and brakes, and arrange washing as required; Ensure that the vehicle complies with Minimum Operating Security Standards (MOSS) and that any warning indicators on the dashboard are promptly inspected and addressed; Arrange and complete vehicle winterization when required by local traffic regulations or when travel to areas affected by snow or extreme weather conditions is planned.

4. Maintain and ensure availability of all required documents/supplies:

Maintain and ensure availability of all required documents and supplies, including vehicle insurance, vehicle logs, office directory, maps of the city/country, first aid kit, and necessary spare parts in the assigned vehicle; Ensure that all immediate actions required by rules and regulations are taken in case of involvement in accidents and that documentation is completed accordingly. 

5. Provide general administrative and logistic support as needed:

Assist office personnel with filing, photocopying, scanning, and maintaining physical and electronic records; Support the mailing, dispatch, and distribution of publications, documents, and payments of bills as required; Assist with basic office logistics, including movement of office supplies, preparation of meeting rooms, and coordination of simple procurement or delivery requests; Perform basic data entry and administrative follow-up tasks as assigned by the Administrative team.

The incumbent performs other duties within the functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Functional Competencies:

Excellent driving skills Strong knowledge of driving rules and regulations, chauffeur protocol and courtesies and local roads and conditions Strong defensive driving skills Skills in minor vehicle repairs  Ability to be on time Vehicle management: knowledge of policy & procedures on fleet management. Registry & correspondence management: ability to collect, register, maintain and deliver mail and UNDP pouch; ability to manage archives.

Minimum Qualifications:

Education and Certification:   Completion of secondary education is required.   
                                                   Valid driver’s license is required. 

Experience:    At least 3 years of relevant experience as a driver in an international organization, Embassy or UN system with a safe driving record.  

                       Experience in the basic use of computers is an asset.

Languages:   Fluency in Tajik and Russian are required; knowledge of English is an asset.
