1. Project Context and Scope
The Enhancing Community Resilience and Local Governance Project Phase II (ECRP II), funded by the World Bank and implemented by the Government of South Sudan through the Ministry of Finance and Planning, is currently underway in four states and two administrative areas in South Sudan. The project aims to enhance access to services, increase flood resilience, and enhance the institutional capacity of both national and subnational governments in service delivery and disaster risk management.
The Republic of South Sudan faces multiple, recurrent hazards, including floods, droughts, conflicts, and disease outbreaks, which continue to undermine development gains and the resilience of communities. To address these challenges, ECRP II aims to strengthen the institutional capacity of national and state Disaster Risk Management (DRM) Councils. Strengthening these structures is critical for effective disaster preparedness, response, recovery, and risk reduction across the country.
The current DRM structures at the national and state levels require capacity strengthening to ensure coordinated, effective, and timely disaster preparedness and response. Institutional and capacity gaps exist in terms of planning, coordination, data management, early warning systems, and operational readiness to respond to emergencies.
To address these gaps, ECRP II seeks to engage an individual consultant to conduct capacity building training for national and four state DRM Councils in Unity, Upper Nile, and Jonglei states, and in Greater Pibor Administrative Area. The training will enhance the technical and operational capacities of DRM Councils in disaster preparedness, response planning, and coordination. Additionally, the consultant will conduct a DRM stocktaking exercise to assess existing structures, capacities, gaps, and ongoing initiatives, which will inform the development of practical, context-specific emergency preparedness and response plans at both national and state levels.
This consultancy aligns with South Sudan’s commitments under the Sendai Framework for Disaster Risk Reduction and its efforts to enhance community resilience while building institutional readiness to respond to and manage disasters in a coordinated and systematic manner
3. Scope of Work
The consultant will undertake the following tasks:
- Inception and Planning
- Hold an inception meeting with IOM, the Project Management Unit (PMU), the Ministry of Humanitarian Affairs and Disaster Management (MHADM) to agree on objectives, deliverables, timelines, and expectations.
- Review relevant policy documents, previous DRM assessments, and existing DRM plans to inform the assignment.
- DRM Stocktaking Exercise
- Conduct a comprehensive assessment of existing national and state DRM structures, institutional capacities, gaps, and ongoing initiatives.
- Map current coordination mechanisms, early warning systems, data management practices, and emergency preparedness capacities.
- Prepare a stocktaking report summarizing findings and recommendations to inform the capacity-building content and the development of preparedness and response plans.
- Capacity Building Training
- Develop a tailored training curriculum and materials based on the stocktaking findings and South Sudan’s DRM context.
- Facilitate capacity-building training workshops for members of national and four state DRM Councils, focusing on:
- Disaster preparedness and contingency planning
- Emergency response planning and coordination
- Early warning systems and information management
- Risk assessment and prioritization
- Sectoral coordination and stakeholder engagement
- Use participatory methods to enhance practical learning and application.
- Development of Emergency Preparedness and Response Plans
- Support national and state DRM Councils in the four states in drafting practical, context-specific emergency preparedness and response plans based on identified risks, capacities, and gaps.
- Ensure plans align with South Sudan’s DRM policy framework and the Sendai Framework for Disaster Risk Reduction.
- Reporting and Knowledge Transfer
- Emergency Preparedness and Response Plans
- Context-specific preparedness and response plans developed with DRM Councils at national and state levels.
- Plans aligned with identified risks, capacities, South Sudan’s DRM policy framework, and the Sendai Framework.
- Progress Reports
- Brief reports summarizing activities completed, emerging findings, challenges faced and proposed next steps.
- Final Assignment Report
- Comprehensive capacity building and stocktaking report.
- Submission of all relevant annexes, including workshop attendance sheets, evaluation summaries, and photos for documentation.
- Handover Package
- Delivery of all training materials, reports, plans, and relevant documents in both editable and PDF formats for institutional sustainability

- An advanced university degree (Master’s or higher) in Disaster Risk Management, Climate Change, Environmental Studies, Public Policy, Development Studies, Humanitarian Affairs, or a related field.Experience Minimum of 7–10 years of professional experience in:
- Disaster risk management and community-based disaster risk management; emergency preparedness, and response planning.
Institutional capacity building and training for government or humanitarian actors, preferably in fragile or post-conflict contexts.Developing and facilitating participatory training programs using adult learning methodologies.Demonstrated experience in:
Conducting DRM or resilience assessments/stocktaking exercises with government stakeholders.Supporting the development of DRM national strategies, policies, or preparedness and response plans.Working with government institutions at national and sub-national levels.Previous work experience in South Sudan or similar fragile contexts in Sub-Saharan Africa is highly desirable Languages
