Background
Advancing Reforms for Transparent and Inclusive Management of Electoral Systems in Armenia (ARTEMIS) (hereinafter the Project) aims to contribute towards achieving enhanced credibility, inclusiveness, and sustainability of the electoral process in Armenia, leading to increased public trust in democratic governance. The specific objective (outcome) of the Project is to strengthen capacity and independence of the Central Electoral Commission (CEC) of Armenia to ensure credible, inclusive, transparent, and sustainable electoral processes by 2026 parliamentary elections
The outcome will be achieved through consolidating the outputs below:
Output 1. Enhanced institutional capacity of CEC and lower-level commissions for robust electoral preparations and management.
Output 2. Enhanced digital transformation and cybersecurity of the electoral process.
Output 3. Enhanced protocols and capacities for stakeholder engagement, gender-responsive voter outreach, and countering hate speech for improved electoral transparency, inclusivity, and integrity.
Output 4. Gender equality and social inclusion in elections strengthened through increased participation of women and improved accessibility for persons with disabilities.
Output 5. More informed and engaged electorate through inclusive and innovative civic and voter education.
The Project’s digital component focuses on modernizing and securing Armenia’s electoral processes through advanced technological solutions. It will support the optimization and full deployment of voter authentication devices (VADs), the development of an Electronic Voter Assistance and Notification Tool (EVA), and the introduction of new digital platforms to strengthen voter communication and data management. The Project will also enhance the Central Electoral Commission’s IT infrastructure, establish robust cybersecurity and data protection measures, and promote digital literacy among electoral staff. In parallel, it will foster innovation and coordination with national IT institutions to ensure the sustainability, interoperability, and resilience of Armenia’s digital electoral ecosystem.
Duties and Responsibilities
The Digital Transformation Analyst will be responsible for the implementation of Project activities aimed at strengthening the Central Electoral Commission (CEC) through digital transformation. S/he will oversee the introduction and optimization of new digital instruments, enhancing cybersecurity resilience, coordinating stakeholder engagement and capacity building on digital transformation, as well as modernizing digital outreach platforms. The incumbent will ensure that digital transformation initiatives are coherent, sustainable, and aligned with national priorities and international standards. By providing technical expertise and strategic guidance, the Digital Transformation Analyst will contribute to ensuring that Armenia’s electoral processes are credible, inclusive, secure, and technologically modernized.
Tasks and Responsibilities
Project Oversight and Quality Assurance: Support the Project Coordinator in ensuring steady progress towards achieving the goals and objectives of the Project, by overseeing timely implementation of digital transformation activities in close coordination with the CEC and other beneficiary institutions. Provide technical expertise and guidance on the design and introduction of innovative digital solutions for electoral processes, ensuring that solutions are aligned with international best practices and national needs. Contribute to the selection of international and national consultants/companies and preparation of procurements and contracting packages. Manage the Project contracts outsourced to third parties to ensure timely and due quality of delivery of products and services, including monitor and support the quality assurance of the digital solutions to be delivered by vendors vis-à-vis the approved TORs. Oversee the procurement of ICT equipment required for the implementation of electoral digital solutions, including identifying needs with the CEC, developing technical specifications, supporting validation of requirements, providing inputs to the procurement process, and facilitating delivery and operational readiness of the digital tools. Assess proposed solutions for scalability, interoperability, and long-term sustainability within Armenia’s digital public infrastructure. Strengthening Digital Infrastructure: Oversee the introduction, optimization, and deployment of Voter Authentication Devices (VADs), including stock assessment, standardization, training, simulations, and establishment of election-day support mechanisms. Design and conduct the feasibility study, collecting quantitative and qualitative data through a participatory approach, and deliver recommendations on digital transformation with an implementation roadmap. Manage the development and introduction of the Electronic Voter Assistance and Notification Tool (EVA), including preparation of technical specifications, piloting, and training of CEC staff to ensure its capacity for effective use and sustainability. Contribute to the design and delivery of online learning management system (LMS) tailored for electoral stakeholders, building sustainable capacity in digital transformation. Enhancing Cybersecurity and Institutional Resilience: Strengthen the cybersecurity resilience of electoral systems through risk assessments, development of policies, incident response protocols, and establishment of secure procedures for digital infrastructure and data protection.Design and deliver capacity-building programmes on cybersecurity for CEC staff and electoral officials, ensuring sustainable institutional knowledge and skills to manage digital risks.
Improving Outreach and Citizen Engagement:
Support the modernisation of the CEC’s outreach and communication platforms, including the website and social media, ensuring accessibility, inclusivity, gender sensitivity, youth-friendliness, and disability responsiveness.Coordination and Strategic Advisory: Provide expert advice to the CEC on digital transformation priorities, ensuring that recommendations are evidence-based and reflect international experience, and contribute to embedding innovative solutions into Armenia’s electoral management system. Coordinate and manage stakeholder engagement processes under the activities aimed at digital transformation, including regular cooperation with the CEC, national authorities, IT providers, and international partners, to ensure coherence and sustainability of reforms.
Facilitate effective coordination between the Nork Technology Center, UNDP, MLSA, and other stakeholders to address technical issues and maintain alignment.
Institutional Arrangements:
Under the direct supervision of the Project Coordinator and overall guidance of UNDP Democratic Governance Portfolio Team Leader the Digital Transformation Analyst will be responsible for planning, implementation and coordination of the activities under the digital transformation component of ARTEMIS project and Digital Voucher System Development component of OSIRIS project. The incumbent will be expected to maintain close coordination with other members of the Project Team, as well as with national and international experts engaged under the Project. S/he will work on a day-to-day basis with the Central Electoral Commission (CEC) and other national counterparts to ensure effective implementation of Project activities.

Education:
Advanced university degree (master’s degree or equivalent) in Computer or Information Systems, Database management information systems or other related field is required, or; A first-level university degree (bachelor’s degree) in the areas mentioned above in combination with 2 additional years of qualifying experience will be given due consideration in lieu of the advanced degree.Experience:

Proven experience in digitalization and technological systems applied in Armenia.
