Digital not only provides new opportunities and challenges for development, but it is also fundamentally changing the context in which development is taking place. Since the launch of its first Digital Strategy in 2019, UNDP has been on an ambitious transformation journey to harness the potential of digital technology for development. We are now in the next phase of our digital transformation, implementing the Digital Strategy 2022-2025, which puts forth a vision to create a world in which digital is an empowering force for people and planet.   

The Chief Digital Office (CDO) at UNDP is leading this effort with the goal of embedding digital technology in the development projects that we implement, supporting government partners to build inclusive digital eco-systems, and transforming the organization internally to enable these changes.  

CDO is looking for Digital Analysts to contribute to the digital programming initiatives within its portfolio through research, stakeholder engagement, capacity building and monitoring and evaluation. This job advertisement is an open recruitment that may be used to fill future vacancies in the CDO. Duties and Responsibilities

Contribute to CDO’s Digital Transformation and Ecosystem portfolio

Lead the implementation of digital/AI readiness assessments for governments and member states, and present recommendations to relevant stakeholders. Create policy briefs and reports on rights-based and inclusive digital ecosystem best practices and standards to support CDO’s digital portfolio. Identify countries to participate in digital/AI readiness assessments, Digital Public Infrastructure (DPI) implementations, Data Governance and/or other digital initiatives, including coordinating initial outreach and facilitating in-country activities Contribute to the continuous development of digital transformation, governance and/or inclusion frameworks to guide countries and governments in their digital transformation efforts. Work closely with various programming teams across UNDP to support the implementation of digital programming. Develop compelling presentations, briefing notes, and reports to communicate project progress and insights to stakeholders, in collaboration with the Communications team. Synthesise lessons learned from ongoing digital projects and implementations in countries for relevant stakeholders. Develop digital guides and knowledge-sharing resources for organizational use.

Facilitate digital capacity building efforts within the UN ecosystem

Liaise with UNDP Country Offices and other relevant units to develop and curate relevant digital capacity building content. Undertake user research to identify learning needs, inform training design, and ensure alignment with stakeholders' objectives. Contribute to the creation, organization, and coordination of digital and data training resources tailored for diverse audiences, including UNDP staff, UN agencies, and external partners Facilitate digital and data training workshops for relevant stakeholders within UNDP, the UN ecosystem and governments. Collaborate with internal and external partners to promote knowledge-sharing, ensure the accessibility of learning resources, and enhance the effectiveness of digital transformation initiatives. Contribute to the management and outreach efforts of Digital communities of practice.

Contribute to partnerships and product development for digital initiatives and products

Identify and research potential partnership opportunities and draft partnership outreach plans, donor proposals and/or concept notes related CDO’s digital portfolio. Organise high-profile events including governments, development agencies, private sector partners, and civil society organisations. Support broader partnership, outreach and engagement efforts by CDO in areas such as resource mobilization, inter-agency and multilateral engagement, joint collaborations and stakeholder outreach.

Product development for digital tools

Collaborate with internal teams to design, test, and refine digital products, ensuring alignment with user needs and goals. Perform user testing on digital tools and incorporate feedback to enhance functionality and user experience.  Develop and agree product plans/roadmaps with the relevant UNDP stakeholder/sponsor of the digital product and provide ongoing product support. Build strong relationships to ensure appropriate product oversight and organisational buy in required for the product vision to be realised.  

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Institutional Arrangement

The Digital Analyst will be reporting to the relevant team lead within the Chief Digital Office.

Minimum Qualifications  Min. Education requirements

Advanced university degree (master’s degree or equivalent) in Public Policy, International Development, IT, Economics, Business, Communications or a related field is required. OR 

A first-level university degree (bachelor’s degree) in the areas stated above, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.

Min. years of relevant work experience  Minimum of two (2) years (with master’s degree) or four (4) years (with bachelor’s degree) of relevant professional experience in a management consulting role or industry role, or in the non-profit sector with digital and/or innovation exposure. Required   skills  Experience in a management consulting role or industry role, or in the non-profit sector with digital and/or innovation exposure. Demonstrated project management experience is required. Desired skills in addition to the competencies covered in the Competencies section Experience and demonstrated understanding of digital in a development context and digital inclusion is desired.  Experience engaging with multiple stakeholders is required. Experience working with the UN or other large scale development organizations is desirable. Experience in supporting digital products, such as websites or software tools, is desirable. Required Language(s)  Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
