Deputy, Resilient and Sustainable Systems for Health (RSSH) and Pandemic Preparedness and Response (PPR) - GL E - Defined Duration until December 2026

As one of the primary senior management stakeholders of the Resilient Strengthened Systems for Health (RSSH) and Pandemic Preparedness and Response (PPR) team, the position serves as the Deputy to the Head, RSSH-PPR, including leading the overall management and operations of the RSSH-PPR team including the oversight of the sub-teams (i.e., Lab, PPR, HRH [including CHW], RSSH measurement teams), people management responsibilities and representing the Head, RSSH-PPR in internal and external forums, as needed.

This role has a strong focus on the provision of operational and managerial leadership of the team including its core function of providing hands-on value-adding technical support and contextualized solutioning to Grant Management Division portfolio-level and country teams for the delivery of results from the Global Fund’s RSSH-PPR investments.

The Deputy will provide high quality managerial oversight, guidance and support to the RSSH Specialists/Advisors, Senior Specialists/Advisors, and Team leads around their support/advice to country teams and other responsibilities. The Deputy will also enhance the collaboration between the RSSH-PPR sub-teams as well as between RSSH-PPR and other internal stakeholders (e.g. HIV, TB and malaria Teams, GMD, Risk, health finance, supply operations, CRG, MECA, digital health). The Deputy will directly oversee operational aspects of team management, ensuring the smooth day-to-day operations on behalf of the Head, RSSH-PPR.

Key Responsibilities

Perform the following duties under the prioritization, supervision and direction of the Head, RSSH-PPR:

  • Serve as the Deputy to Head, RSSH-PPR, including supporting the overall day-to-day management and operations of the RSSH-PPR Team, leading alignment across the sub-teams and with other Secretariat Departments including Grant Management Country Teams
  • Oversee and support the sub-teams in the RSSH-PPR team (i.e., Lab, CHW/HRH, PPR, Measurement teams) – sub-team leads report to the Deputy.
  • Manage systematically and proactively team performance, talent retention and recognition as well as evolutions based on the emerging needs and resources.
  • Lead the pro-active management of and support to the RSSH-PPR team staff, including team’s wellness, workload management, collaboration approaches, diversity, equity, and inclusion and psychological safety.
  • In collaboration with the Head, RSSH-PPR, support the development of Team wide priorities and objectives, and works closely with Head, RSSH-PPR to implement and achieve Team priorities.
  • Ensure effective cross cutting engagement across the team (as defined in consultation with the Head, RSSH-PPR) including leading on capacity building and knowledge management activities
  • Manage and work to mitigate RSSH-PPR related risks for Global Fund portfolio, being the focal point liaising with the Programmatic Monitoring and Risk Division and other stakeholders
  • Coordinate the work of the RSSH-PPR Team relating to data collection, management and analytics, targeted research and evaluations, and knowledge management
  • Contribute to the development of regular GF reports, publications, press releases and other advocacy or information materials, as directed by the Head, RSSH-PPR
  • Represent Head, RSSH-PPR as needed in internal and external forums, including vis-à-vis governance bodies.
  • Perform other duties consistent with the role and grade as required.
  • Subject to change by the Executive Director at any time at their sole discretion

    Qualifications

    Essential:

    An advanced university degree in the social sciences, health sciences, public administration, business administration or related field.

    Desirable:

    An advanced university degree in social sciences or public health, or a related area, with clear focus on health systems.

    Experience

    Essential:

    • Strong people and performance management experience, including in operations.
    • Experience in working at senior level within a global health or related institution
    • Knowledge of Global Fund and its policies, processes and its governance structure, especially around country operations.

      Desirable:

      • Experience at international level in the area of RSSH-PPR in the context of public health, including policy development, strategic planning, program design and implementation;
      • A minimum of 8-10 years’ experience at international level in the area of health systems in the context of public health, including policy development, strategic planning, program design and implementation.
      • Experience of working in multilateral and/or multicultural institutions.

        Competencies

        Languages:

        • An excellent knowledge of English and preferably a good working knowledge of French. Knowledge of other languages would be an asset.
