Oxfam is an international independent non-governmental non- profit organization, which has been working in partnership with Afghan non-profit organizations (NGOs) and civil society organizations (CSOs) on humanitarian, development and influencing programs in Afghanistan since 1962. Oxfam established its presence in Afghanistan in 1991. Oxfamโ€™s program in Afghanistan is part of the global Oxfam Network with 19 affiliates worldwide, working together through Oxfam International, working closely with all Oxfam affiliates to increase the impact of Oxfamโ€™s vision to have a justice world, without poverty.

It has been recently decided that Oxfam will phase out from Afghanistan, and the Deputy Country Director (DCD) will support the Country Director in this process. This assignment is, therefore, of 12 months with the possibility of further extension until completion of the phasing out process.


To implement strategic programmes which outcomes attribute to the vision of Oxfam in Afghanistan that is a peaceful Afghanistan with Justice, Prosperity and Equality for all its People; To raise funds for Oxfam's humanitarian response programs in Afghanistan; to ensure quality of proposal development and consistency in relationships with institutional and non-institutional donors; and to ensure leading and supporting the implementation of quality programme in compliance with donor requirements leading to a responsible exit. And to ensure quality planning processes, implementing, reporting, securing and managing funds.


We are working to realize this vision by expanding economic opportunities for the most disadvantaged, making governance more open and accountable, strengthening the political and social status of women and girls, and providing relevant and timely lifesaving assistance to communities affected by humanitarian crises. Deputy Country Director โ€“ Programmes (DCD-Programmes), in collaboration with the Country Director, is responsible for the ongoing programme planning, implementation and development, donor representation, and daily oversight and management of Oxfam development and humanitarian programmes. This position is based in Kabul with travel to programme sites. The DCD-Programme reports to the Oxfam International Country Director. The DCD-Programme will provide results-based strategic guidance, leadership, management and capacity building support to the programme team, especially, and to the broader Afghanistan team.



ยท Support the development and review of Oxfam Country Strategy and other strategies- Programme Strategies, Partnership Strategy, Funding Strategy, Gender Strategy, Donor Engagement Strategy, Influencing and Communication Strategy

ยท Ensure delivery of Oxfam in Afghanistan Programme under four programme pillarsโ€™ (Economic Justice, Gender Justice, Responsive Governance and Humanitarian) strategic objectives as outlined in the Oxfam Country Strategy

ยท Integrate Gender, Womenโ€™s Rights, Conflict Transformation, Advocacy/Influencing elements, Resilience, Disaster Risk Reduction strategies into our โ€œone programmeโ€ approach so that we may better address chronic and acute vulnerability to disasters, particularly through our Disaster Risk Reduction, gender equality, Ending Violence Against Women (EVAW) and Economic justice work

ยท Monitor the progress of the program strategy and approach including (the planning of) the evaluation and learning aspects and to inform the CD of any risks and/or changes that may affect progress

ยท Ensure adherence to Oxfam policies and standards for program quality and program management

ยท Monitor development and humanitarian programme needs in Afghanistan, identifying gaps and planning appropriate timely action

ยท Lead programme development using Theory of Change model and support proposal writing as necessary

ยท Ensure timely, efficient, effective and accountable Humanitarian response to survivors of Category 3 and 2 natural and/or humanly induced disasters, increasingly in a complex environment

ยท Develop capacity of partners and Oxfam country programme team to attain Oxfam's Humanitarian vision of having in-country capacity to respond to Category โ€“2 level disasters

ยท Build an internal development and humanitarian leadership capable of drawing on each Oxfam International affiliateโ€™s organisational expertise to deliver high quality programmes and contribute to the development of the 'One Oxfam thinking' in Afghanistan;

ยท Work closely with the Afghanistan Programme security focal points and managers to strengthen Oxfam and Partner organisation security management capacity and the impact security can have on programming, particularly its influence on programme cycle management processes in areas of limited access

ยท Provide support to Country Director and programme/Department leads to develop and manage partners and donor relations

ยท Team building and development of team capacity, with focus on developing skills, knowledge and capacity relevant to attaining the Country Programmes objectives

ยท Represent Oxfam in high level external meetings

ยท Establish relationship with national and international NGOs, Womenโ€™s rights organizations in particular, academia, research organizations and other relevant agencies for strategic partnership and joint influencing opportunities

ยท Perform the role of Acting Country Director during the absence of Country Director in country


ยท Inspire and encourage others to meet their targets and demonstrate enthusiasm for work

ยท Help others do their job better and progress personal learning, and provide coaching

ยท Provide feedbacks, and ensure training and expert supports are available

ยท Be able to delegate and offer coaching and support to ensure success with the designated tasks

ยท In coordination with Country Director, contribute and lead discussions, consultations with Senior Management Team, wider Oxfam team, partners and key stakeholders for responsible and effective planning and implementation of Oxfamโ€™s phase out process from Afghanistan.

ยท Understanding of and commitment to adhere to equity, diversity, gender, child safety and staff health and wellbeing principles.

ยท Ability to travel to programme areas in Afghanistan for approximately 60% of time, regular travel to regional office and to affiliate HQs.



ยท Passion for improving effectiveness and impact of multi-sectoral programs and demonstrating tangible outcomes for poor and vulnerable women and men;

ยท Experience in leading on / developing strategic thinking on program quality;

ยท Strong experience in influencing, managing, advising, and coaching others

ยท Demonstrable organizational and project management skills (including budget management) and ability to manage multiple projects to meet set deadlines;

ยท Ability to plan workload and demonstrate accountability for outputs with minimal direct supervision;

ยท Good organizational skills including accuracy, consistency, attention to detail, tenacity, and the ability to work under pressure;

ยท Experience of working in highly complex political environments;

ยท Experience of tendering, developing and implementing large scale funding;

ยท Relevant local language skills;

ยท Firsthand experience of implementing or advising on international development/humanitarian projects in Afghanistan;

ยท International experience will be an additional asset and experience working in Asian cultures desirable.


ยท Education to a masterโ€™s degree level preferably in socio-economic sciences


ยท At least 8-10 years of management experience in development and humanitarian sector

ยท Proven skills in managing staff; excellent coordination skills

ยท Proven programme & project cycle management skills - proposal and report writing skills; monitoring and evaluation skills and experience

ยท Demonstrated understanding and daily application of gender sensitive behaviour

ยท Excellent communication and interpersonal skills, Fluent written and spoken English;

ยท Knowledge and experience of emergency and development issues, deep understanding of designing development and of emergency programming and links with policy;

ยท Ability to link with other players in the development and humanitarian arena and represent Oxfam effectively;

ยท Ability to analyse and communicate complex information to a wide audience;

ยท Ability to work under pressure, prioritise well and meet deadlines;

ยท Ability to travel, especially to remote areas (depending on security clearance);

ยท Experience working in Afghanistan is an advantage;

ยท Proven experience to train, coach, mentor team members;

ยท Commitment to the aims and objectives of Oxfam.

Oxfam Novib is committed to providing you with a competitive, fair, and comprehensive pay and benefits package that is justifiable to our donors. The salary range for this position is set in scale 710 with a salary range between โ‚ฌ โ‚ฌ 3.524 to โ‚ฌ 5.424,= gross per month.

This is an unaccompanied post/non-family duty station, with shared housing/ accommodation of moderate standard. Due to the unstable security situation, recreational and social facilities are limited.
