Data Management Associate

Organizational Setting and Work Relationships
The Data Management Associate is normally supervised by a professional staff member who provides the incumbent with general guidance and workplans. The incumbent works quite independently with an oversight from the supervisor. S/he may directly supervise some support staff.
Contracts are mainly with the colleagues in the same duty station to exchange information and to discuss the work plans. External contacts are with the national and local authorities for gathering and exchange of data.

Duties
- Manage the use, maintenance and technical support of databases used in the Operation, including planning and overseeing data collection, input and verifications; production of standard and ad hoc reports.
- Generate statistical reports based on the standard reporting formats and ad-hoc reports, charts and tables as required by the management.
- Provide training, as necessary, to UNHCR staff as well as staff-members of implementing partners in relevant aspects of data management.
- May be required to coordinate with the GIS colleagues to ensure that data collection is compatible with GIS.
- Archive and backup database systems; ensure security of databases; perform database administrator functions.
- Assist in development of new applications/databases needed by the UNHCR Offices/Units in area of responsibilities in order to perform their tasks smoothly.
- Ensure that the clients' databases are up-to-date by identifying and keeping what is relevant and accurate in an accessible manner.
- May be required to support registration activities including ProGres technical support and on-site assistance.
- May be required to support voluntary repatriation activities including reconciliation of VolRep data from country of asylum and encashment centers, verification of Voluntary Repatriation Forms (VRFs) and coordination with VolRep Centers (VRCs) on information issues.
- Develop forms and tools for data collection and analysis.
- Have access to relevant data and records.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).
- Perform other related duties as required.

Desired Candidate ProfileUNHCR is looking for a Data Management Associate for a period of 6 months, with the possibility of further extension, subject to performance and availability of funds.

UNHCR Moldova has been implementing Cash-Based Intervention (CBI) programmes in Moldova and distribute cash assistance to vulnerable refugees through its financial service provider.

The Data Management Associate is based in Chisinau/Moldova, as a part of the CBI Unit and will support the implementation of the activities related to CBI in his/her area of responsibilities. The work comprehends strong technical aspects of data management, data analysis, verification, monitoring, crosschecks, follow-ups, de-duplication of data elements and reporting. For this reason, the position also entails a strong liaison with Operational Data Management (ODM), Registration and Protection Units, at internal level, and with national and international partners, at external level.

The incumbent will play a major role in the creation, maintenance and monitoring data tracking tools for payments, pre-paid cards, data uploads to Refugee Assistance Information System (RAIS), targeting and reconciliation. To this extent the incumbent will have work in coordination with ODM on the existing data sets.

S/he will contribute to the application and respect of the country CBI Standard Operational Procedures, providing active support to the implementation of the CBIs, collecting information for the monitoring of the activities, and producing internal and external reports of the CBIs when required.

Working experience with UN/UNHCR or other international public sector organizations is an added advantage. Knowledge on Operational Data Management and CBIs in humanitarian sector and language/tools for database creation, manipulation and reporting (i.e SQL, Phython, Excel, Power BI etc.) are assets.

Knowledge of English is required, working level of Romanian and Russian is considered an asset.

Remuneration & Benefits:
A competitive compensation and benefits package is offered. The annual net salary is between MDL 334,249 and 389,959 depending on relevant experience, excluding dependency allowances (if applicable), mandatory medical insurance and pension fund enrollment.
