JOB CONTEXT:
HI\u2019s Middle East Regional Programme (MASHRIQ) coordinates missions in 5 different countries (Egypt, Jordan, Lebanon, Palestine and Iraq). The programme is covering the full mandate of HI \u2013 emergency, mine action and development with a strong focus on continuum and resilience. The program has a total volume expected for 2024 of 22M Euros with 170 staff + 120 volunteers. There are 5 main sectors of intervention: rehabilitation, education, early child development, BaNEREI (basic needs, economic recovery and economic inclusion) and armed violence reduction. Inclusion Humanitarian Action is both crosscutting within main sectors and sometimes a standalone intervention.
In Palestine, HI works both in West-Bank as well as in Gaza with a mix intervention between self-implementation and partnerships. Our team members are based in various bases and location in both areas, including international presence. Activities implemented are covering HI mandate as well as the above-described sectors.
YOUR MISSION:
The country director for Palestine mission is working under the regional program (MASHRIQ), reporting directly to the regional director. He/she will be based in Amman, Jordan, with regular visits to Palestine; or, if visa & working permits allows it, the position could eventually be based in Jerusalem at some point.
General mission:
Reporting to the Regional Director, the Country Director/Manager contributes to the implementation of Humanity & Inclusion's mandate and strategy within his/her program. He/she ensures that the quality and impact of the program's activities are optimized through a system of delegation with appropriate control mechanisms. He/she shares responsibility with all other HI managers for the sound management and smooth running of the overall organization, through paradigm shifts.
Mandate:
In the country where he/she is based, the Country Director/Manager is the legal representative of the entire HI organization internally and externally, and promotes a high-level reputation and a positive image of HI. The Country Director/Manager deploys the whole of HI's mandate and strategy in his/her country, alongside the operational partners, institutions and/or donors, and contributes to steering the organizational transformation in line with the \"Simplification\", \"Shared Services\" and \"ROOTS\" projects. This involves implementing the program's operational strategy. In the event of an emergency, he/she will assume responsibilities in line with the defined intervention framework. He/she ensures compliance with its budgetary framework (including pooled funds) and the application of HI's policies and frameworks (safeguarding, commitment thresholds, security, human resources, risk management, etc.). In his/her country, he/she actively monitors and analyses changes in the environment in order to identify risks and opportunities. He/she represents the organization and communicates on its behalf according to a plan defined with the Regional Director. In crisis situations, he/she assumes the responsibilities assigned to him/her by the specific response frameworks.

CHARACTERISTICS OF THE POSITION:
Living conditions in Jordan are comfortable. Security conditions are very stable throughout Jordan.
Requirements
You have at least 8 years of overall professional experience You have at least 2 years of experience as Country Director You have proven experience in managing emergency response programs in conflict areas You have proven experience in project inception/launch and in rapid scale up of activities You have proven experience of managing security in a conflict zone area You have experience in managing mine action programs (including demining activities) is an asset.Benefits
