About this position:
The objective of the consultancy is to support the Access to Information Section (SEC/ATI) of the Office of the Secretary of the Bank in carrying out the tasks of implementation of the Access to Information Policy (AIP). For this purpose, the services to be provided under this temporary consultancy will cover the following areas, among others: (i) supporting the Bank’s teams on the information classification under the AIP; (ii) strengthening and consolidation of the coordination network within the Bank for disclosing public information; (iii) ongoing training on AIP systems and framework for personnel with broad coverage at all levels of the Bank; and (iv) AIP dissemination and promotion.
The Office of the Secretary (SEC) is responsible for providing secretariat services to the Boards of Governors of the Inter-American Development Bank (IDB) and the Inter-American Investment Corporation (IDB Invest) the Boards of Executive Directors of the IDB and the IDB Invest, the Donors Committee of the Multilateral Investment Fund (MIF), meetings organized by the Bank, standing committees, and all internal committees as determined by the President of the Bank. SEC provides executive and logistical support for the meetings as well as linguistic, documentation, conference, and protocol services.
Additionally, the Office of the Secretary is the department responsible for coordinating the implementation of the Access to Information Policy, which took effect on 2011, and pursuant to which a section was especially created to carry out the coordination of the tasks involved in implementing the AIP.
- To carry out key implementation activities of the Access to Information Policy, a temporary agreement for the services described below in the main activities section is needed. SEC/ATI is responsible for the following functions, among others:
- Coordinate the implementation of the Policy with the various departments and units.
- Establish the guidelines and protocols needed for effective implementation of the AIP.
- Create monitoring and evaluation systems to ensure that documents are being properly classified.
- Provide support to the vice presidencies, departments, and units in the classification of information.
- Provide support to the Access to Information Committee (AIC) regarding AIP implementation.
- Coordinate responses to requests for information with the Public Information Center (PIC); and,
- Support SEC in its function as secretariat of the AIC and the External Review Panel
What you’ll do:
- Provide, support and technical assistance to Bank staff through the ATI Help Desk on the application and interpretation of the Policy, classification of information, and documentation produced and managed by the Bank’s internal teams.
- Support activities with the Bank’s internal stakeholders to strengthen the coordination of tasks for SEC/ATI’s implementation of the AIP, especially on the ATI information classification in EzShare, and Convergence, among other systems.
- Provide support on procedures, tools, and datasets for quality control, monitoring, compliance, and evaluation, to ensure that Bank units properly classify all documents according to the AIP, and that public documents are properly and timely disclosed.
- Provide support for the implementation of the AIP with ongoing activities and training material development of the SEC/ATI’s intranet site in SharePoint.
- Contribute to Bank staff training and development to ensure proper understanding and application of the AIP. In this regard, provide support in the design and definition of contents and materials of the training programs that SEC/ATI conducts with Bank staff, especially related to the ATI information classification in EzShare, and Convergence, among other systems.
- Support the preparation and drafting of the AIP Annual Report and presentations to the AIC and the Board.
- Provide support to draft responses to requests for information in conjunction with the Public Information Center.
- Support SEC/ATI in its work to support SEC in its capacity as Technical Secretariat of the AIC and the External Review Panel.
What you'll need:
- Education: Bachelor’s degree or equivalent advanced degree in Information Management, Documentation Management, Business Administration, Computer science, Information systems, Project Management, or other fields relevant to the responsibilities of the role.
- Experience: At least 4 years of relevant professional experience with responsibilities in the development and/or implementation of access to information policies, transparency issues, information management, information or documentation management systems, or related areas.
- Languages: Proficiency in English and Spanish.
