Setting and ReportingThe United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The MIKE Programme was established by the CITES Conference of the Parties to monitor levels of illegal killing of elephants in MIKE sites in elephant range States in Africa and Asia, with the goal of providing reliable information and building capacity for the management of elephant populations. The Programme’s geographical coverage expanded and now includes 100 MIKE sites spread over 47 elephant range States. An additional focus on monitoring the illegal killing of other endangered species will be explored and implemented if feasible. The CITES Secretariat is primarily responsible for the implementation of the MIKE Programme. The Coordination Officer will be responsible for the overall management of the CITES MIKE Programme activities, including implementation, monitoring, and evaluation of its associated projects, and all technical outputs of the program and its financial and operational sustainability. The position is located at the Nairobi duty station. Under the direct supervision of the Chief, Outreach and Projects Unit, and within delegated authority, the Coordination Officer will be responsible for the following duties: Responsibilities1. Coordinate and supervise all actions required for the effective implementation of the MIKE programme by: a) developing, implementing, and evaluating programme activities and projects, including the monitoring and analysis of challenges and proposing and applying corrective actions. b) Coordinate activities related to budget administration and finances (programme/project preparation and submissions, progress reports, financial statements); prepare related documents and reports (work programme, programme budget); and monitor allocations and expenditures; c) Responsible for managing human resources related to MIKE Programme staff, project personnel, and consultants. This includes overseeing and coordinating the recruitment of staff and experts, providing necessary support to experts as required, and ensuring the timely and satisfactory delivery of services and outputs. d) Oversee the compilation, management, and analysis of MIKE data and present results and recommendations to the participating national governments, decision-makers, relevant CITES bodies, and other stakeholders; e) Identify suitable partner organizations, including training institutions, and establish and manage partnerships to support the effective implementation of the MIKE Programme. f) Evaluate the MIKE Programme's operations and initiate improvements to enhance its technical and scientific robustness. This includes refining survey designs, selecting MIKE sites, improving data collection tools, enhancing data analysis and interpretation, strengthening law enforcement management and capacity assessments, developing capacity-building tools, and addressing emerging needs as necessary. g) Assess the feasibility of applying data collection and management protocols to other species and emerging threats and implement relevant recommendations. h) Initiate, organize, and facilitate regional, national, and site-based capacity-building activities relating to monitoring, data collection, management and analysis, law enforcement, site-based management, and other related areas; i) Oversee the review, amendment, and deployment of training materials to be used in the conservation areas participating in the MIKE programme for national and site managers, rangers, law enforcement personnel, other site-based staff, and training institutions partnering with the MIKE programme; j) Establish and maintain communication and collaboration with MIKE representatives from governments, partner NGOs, IGOs, experts, and other stakeholders. This includes engaging with the CITES Secretariat, other MEA Secretariats, UN organizations, and agencies involved in CITES, wildlife monitoring, site management, and elephant conservation. k) Strengthen the global sustainability and visibility of the MIKE Programme by building strong donor relationships, developing and presenting project proposals, and supporting fundraising efforts. Additionally, contribute to implementing the CITES Secretariat work programme as needed. 2. Communicate with, prepare reports for, and convene meetings of: a) the CITES Standing Committee MIKE ETIS Subgroup; b) the MIKE Sub-Regional Steering Committees in Africa and Asia; c) Elephant range States in Africa and Asia; d) the MIKE-ETIS Technical Advisory Group (TAG); 3. Prepare, contribute to, and present technical reports on the MIKE Programme and other assigned topics for meetings of the Conference of the Parties (CoP) and the Standing Committee (SC). Additionally, coordinate reporting to the CoP and SC on the Elephant Trade Information System (ETIS), elephant conservation, trade in elephant specimens, and the implementation of the African Elephant Action Plan. 4. Represent the CITES Secretariat at workshops/meetings related to the MIKE Programme or relevant to CITES processes, wildlife management, conservation, and law enforcement in and around protected areas, and undertake or participate in missions as requested by supervisors. 5. Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. 6.
