Duties and ResponsibilitiesObjective Pending the finalization of the management response, the consultancy will identify good practices from a variety of stakeholders when it comes to disability action plans. Based on these, the consultant will then develop a DI/R situation analysis template as well as an action plan template and checklist based on existing which would serve as a basis for consultations with RCs/UNCTs. The consultant will also revamp the DI/Gender SDG Portal Pages for RCs/UNCTs on disability inclusion to provide streamlined access to tools, practices, and resources. Main Tasks 1. Compile and synthesize good practices of disability inclusion action plans from across stakeholders, including Government, National Human Rights Institutions, UN, Joint SDG Fund, GDF, private sector, civil society, OPDs and others experiences and global initiatives. 2. Develop options for templates and checklist as well as processes for RCs/UNCTs on consulting, designing, implementing and monitoring disability inclusion action plans. 3. Conduct targeted consultations with selected five pilot RCs, UNCTs, OPDs, and other stakeholders to ensure practicality and relevance and to accelerate uptake. 4. Revamp the knowledge portal resource page with updated resources and – to the extent possible within existing IT parameters - a user-friendly structure. 5. Deliver final consolidated outputs: templates, checklists, a two page note for other UNCTs detailing the pilots, lessons learnt and ‘tips and tricks/recommendations’, curated good practices, and knowledge portal updates. Qualifications/special skillsAdvanced university degree (Master’s degree or equivalent) in international relations, international human rights law, disability studies, or a related field is required. A first-level university degree with two additional years of relevant experience may be accepted in lieu of an advanced degree. A minimum of seven (7) years (nine (9) years with a Bachelor’s degree) of experience in human rights, including with the CRPD, disability inclusion, and/or inclusive development, ideally within international organizations, is required. Field experience, including with the Resident Coordinator System and United Nations Country Teams, is desirable. Strong experience producing actionable documents and tools, is required. Familiarity with knowledge management/digital platforms, is required. Excellent communication and drafting skills in English, is required. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Spanish, Russian) is an advantage. Additional InformationBackground and Rationale The United Nations Disability Inclusion Strategy (UNDIS) was launched by the Secretary-General in 2019 as the first system-wide framework to embed the rights of persons with disabilities across all pillars of the UN’s work — development, human rights, humanitarian action, and peace and security. Its aim is to support Member States in implementing the Convention on the Rights of Persons with Disabilities (CRPD) and achieving the 2030 Agenda for Sustainable Development, while also improving accessibility, participation, and organizational culture within the UN system itself. In 2024–2025, the System-Wide Evaluation of UNDIS was carried out by the UNSDG System-Wide Evaluation Office. The evaluation found that while UNDIS has catalyzed important progress, implementation remains fragmented and uneven, with many UN Country Teams (UNCTs) lacking systematic approaches to disability inclusion. It highlighted the need for clearer, practical guidance at country level, especially to strengthen engagement with governments, private sector, civil society, and organizations of persons with disabilities (OPDs). In response, the evaluation issued a set of recommendations, including Sub-Recommendation 2.5: Resident Coordinators (RCs) should convene UNCTs to develop, implement, and monitor disability inclusion action plans by Q3 2026. These plans should: • Be based on a comprehensive disability situation analysis to complement existing disability mainstreaming in broader strategic planning processes (CCA, CF); • Be developed through dialogue with government, private sector, INGOs, and CSOs; • Be based on meaningful engagement with persons with disabilities and their representative organizations, including a role in monitoring; • Ensure efforts to strengthen UNCT and RCO capacity to implement action plans and make use of existing initiatives and mechanisms, including the GDF. Meaning for this consultancy: The Development Coordination Office (DCO), which supports RCs and UNCTs in driving system-wide priorities, is responding directly to this recommendation in line with the emerging management response. This consultancy will enable DCO to support RCs/UNCTs in ensuring that disability inclusion action plans are both practical and adaptable to diverse country contexts. It will also help revamp the DCO knowledge portal resource page to serve as a repository for UNCTs worldwide of practical examples, good practices, success stories, tools, and other resources that can propel advances on DI/R at the country-level. The consultant will create a fit-for-purpose package of resources that allows RCs to convene their UNCTs to develop disability inclusion action plans that are embedded in existing UN development planning and implementation. The action plans should meet the expectations of the evaluation’s recommendation and respective UN system management response, ensuring these tools incorporate relevant standards and principles from the CRPD and other normative frameworks.
