Work LocationRemotely Expected duration4 Months Duties and ResponsibilitiesBackground: As part of the 16th tranche of the Development Account, ESCWA is implementing a project entitled \"Equality: Creating Opportunities for Future Generations\". The project supports the governments of Jordan, Syria, Kuwait, Lebanon, Morocco, and Mauritania in addressing multidimensional inequalities and leverages analytical expertise and technical tools to identify disparities beyond income, addressing inequality related to gender, age, geography, disability, class, religion, and access to resource. The project places strong emphasis on youth inclusion and economic empowerment. It also aims to equip governments with the ability to recognize and respond to multi-dimensional inequalities effectively. Within this project, ESCWA will produce a comprehensive methodological toolkit highlighting critical inequality dimensions. National Working Groups on Equality will be created in each participating country. These groups will collaborate with ESCWA, among each other, and with key national stakeholders (civil society academia, etc.) to identify pressing national inequalities and develop actionable solutions. Policy solutions proposed by these groups will be validated and published in national policy briefs. The project is expected to enhance the capacity of states to design inclusive policies that promote equality, foster youth empowerment, and support economic inclusion. By equipping policymakers with a clearer understanding of how inequality is manifested and how to develop targeted policies, the project will drive more inclusive policy design. Ultimately, the target countries are expected to mainstream inequality considerations when developing national policies, working alongside youth and the private sector to enhance youth employment opportunities. An interactive online Multidimensional Inequality Portal (MIP), developed under this project, enables governments to analyze and address multidimensional inequality. The project’s MIP considers economic, gender, and youth inequalities, as well as disparities in access to health, education, social protection, food, finance, and technology. This portal has been launched into an online, user-friendly platform that supports government officials and policymakers in recognizing and responding to the multiple dimensions of inequality, ultimately fostering stronger, more inclusive policies across the Arab region. This comes in addition to a number of ESCWA reports on inequality and social justice as well as the Inequality Policy Solutions Portal. Moreover, Arab policymakers face a significant knowledge gap regarding inequality issues, highlighting the need for an approach that is both integrated and multidimensional. An integrated approach adopts a holistic interpretation of empirical results, taking into consideration how economic, social, geographic, demographic, political, and institutional determinants interact to produce inequality outcomes. The multidimensional aspect employs a comprehensive conceptual framework along with identification and measurement tools that address overlapping facets of inequality, including outcomes, opportunities, gender disparities, youth inclusion, and wealth stratification. To support policymakers in addressing these critical challenges, the consultant will be required to prepare a comprehensive toolkit aimed at strengthening capacities for identifying and analyzing the main components of multidimensional inequality in the Arab region and integrating them into policy-making. This toolkit should be based on robust analysis and measurement of socio-economic inequalities specific to Arab countries, providing practical guidance for designing and implementing public policies and programmes that integrate multi-dimensional inequality. Duties and Responsibilities Specifically, the consultant is expected to: • Initiate discussions with ESCWA staff on plan and subsequent outline for the toolkit. • Ensure Quality and Relevance: Maintain high standards in research, analysis, and documentation, ensuring the toolkit is practical and trainable, contains case studies and relevant group exercises, is evidence-based, and is aligned with ESCWA’s multi-dimensional equality portal. • Summarize the leading multidimensional inequalities prevalent in the Arab region, explicitly covering economic, social, geographic, demographic, political, institutional, gender, youth, and other relevant dimensions, emphasizing intersectional inequalities and structural drivers, using ESCWA’s publications listed above. • Provide a clear suggestion ESCWA on how to use the MIP, the Equality Solutions portal, existing toolkits developed by ESCWA to develop trainable modules that can be integrated into sections of the MIP, among others. • Using ESCWA identified indicators, develop practical methodologies, analytical tools, and guidelines tailored for policymakers and practitioners to effectively identify, monitor, and analyze these inequalities, including clear guidance on data collection, management, and addressing data gaps specific to the Arab context. • Present evidence-based approaches, targeted interventions, and best practices for formulating, implementing, and evaluating public policies aimed at reducing multi-dimensional inequalities, supported by successful regional case studies. • Incorporate clear, user-friendly instructions, practical exercises, illustrative scenarios, and concrete examples from Arab countries and other similar countries, enabling users to apply analytical frameworks that help identify and analyze multidimensional inequality effectively. • Provide detailed guidance on integrating multidimensional inequality analyses into national policymaking processes and recommend practical methods for establishing monitoring frameworks and regular reporting mechanisms. This should be built around the MIP and other ESCWA tools. • Deliver the toolkit in clear, concise Arabic, ensuring relevance, cultural appropriateness, and accessibility for policymakers, practitioners, and stakeholders across the Arab region As such, he/she shall deliver the following: o An Annotated Outline of the Toolkit: This will include the conceptual framework linking the toolkit to the MIP, proposed modules with training units, objectives of each module and sub-objectives of units, case study examples, debriefing questions and capacity building questions and relevant literature review, for ESCWA’s review and feedback. o A draft inequality Toolkit: This includes a zero draft of the full toolkit, integrating key concepts, policy recommendations, and best practices for review and comments by ESCWA. o A revised inequality toolkit : This will be based on ESCWA’s feedback into the zero draft, not to exceed 50 pages without annexes Qualifications/special skillsA master’s degree or equivalent in a social science-related field such as sociology, economics, development studies, public administration, or any other related field is required All candidates must submit a copy of the required educational degree. A minimum of eight years of progressively responsible experience at national or regional levels in socio-economic analysis, specifically addressing inequalities, public policy formulation, human rights, social protection, public expenditure, or related fields is required. Proven experience in developing practical toolkits, policy guides, training manuals, and capacity-building resources tailored for policymakers and institutions is essential is required. Excellent Arabic writing skills, including experience drafting technical reports aimed at policy audiences, is required. A sound understanding of human rights instruments, Agenda 2030, and other relevant global frameworks, along with experience in facilitating participatory capacity-building activities involving diverse state and non-state actors, and the ability to effectively design practical training sessions in varied contexts, particularly in the Arab region, is required. Expertise in providing policy advice on public services, institutional reforms, organizational change, and leadership development, preferably within the Arab region, is required. LanguagesEnglish and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA. For this position, fluency in Arabic is required. Knowledge of English is desirable.
