    BACKGROUND AND PURPOSE OF ASSIGNMENT :

    The Central African Republic (CAR) has one of the most acute humanitarian crises in the world. The country has been afflicted by successive coups and waves of conflict, culminating in the 2013crisis with unprecedented levels of violence which continues to grip the country. As a result, hundreds of thousands of people are still displaced and face acute food insecurity. Across the country, there are about 700,000 people internally displaced. The socio-political and security situation in CAR remains uncertain.

    Through its Country Strategic Plan (CSP) WFP CAR will provides humanitarian food assistance tothe most vulnerable people affected by crisis mainly through general food distributions, nutritionprevention and treatment intervention, school based programmes, and resilience building usingin kind food , Cash-based Transfers(CBT) and capacity strengthening. WFP maintains its deep fieldpresence throughout CAR with a Country Office (CO) in Bangui and an area office in Bambari tocover the South and Eastern parts of the country. WFP has sub-offices located in Bouar, Paoua,Kaga-Bandoro, Bambari, Bria and antennas in Bangassou.

    It is within the background that WFP CAR is looking for a programme policy officer. Under the supervision of the Head of Sub Office- Paoua, the incumbent will lead and manage WFP Programmme activities to ensure the effective and efficient delivery of WFP programmes andactivities. A large emphasis is placed upon building and maintaining relationships with local governments, UN agencies and other partners in the area to reinforce WFP’s visibility.

    ACCOUNTABILITIES AND RESPONSABILITIES :

    Under the direct supervision of the Head of Field Office, and the general supervision of the Head of Programme the Programme Policy Officer will be responsible for the following:

    • Manage and lead WFP Programme and activities within the area of assignment to ensure timely and effective deployment of food assistance programmes. Hold accountability for the deployment of CO Programme initiatives, policies and strategies.
    • Collaborate with governments and other partners in identifying where food assistance can be usefully deployed at the local level and provide support and technical expertise for the planning, formulation, and implementation of food assistance programmes, including advice on the context-specific transfer modalities (food, cash or vouchers).
    • Develop and coordinate data gathering and monitoring systems and conduct timely monitoring and evaluation activities.
    • Forge and nurture external partnerships to improve assistance packages and support complementary strategies; identify potential areas for collaborative approaches and initiatives.
    • Develop and sustain liaison with local government authorities, international and local NGOs, UN agencies, donors, civil society, beneficiaries and other partners and media engaged in the field of food security.
    • Manage the Sub Office in the absence of the Head of Sub Office.
    • Other as required.
