Work LocationESCAP Office Expected durationFrom 22 March 2025 to 21 February 2026 Duties and Responsibilities1. Purpose ESCAP will be implementing its RPTC S23 2025 “Financing the Energy Transition” Project whose Outcome 1.01 follows through on the findings of the 2024 Project on the same topic. Specifically, activities for 2025 will act on the ESCAP Report “Governance and Coordination in Financing the Energy Transition in the Asia-Pacific region: the cases of Indonesia, the Philippines and Viet Nam” (December 2024) where it identifies significant barriers in Viet Nam and the Philippines. These include complex permitting processes, fragmented governance, outdated grids, financial constraints, and low investor confidence. Coal dependency and limited renewable energy (RE) integration further complicate the transition. The activities include developing bespoke training materials and workshops. These activities will be co-designed with member States to ensure relevance and ownership. The initial phase will involve consultations with member States to tailor training materials and capacity-building efforts to their specific needs, followed by the development of these materials for subsequent training sessions. Three capacity-building activities will therefore take place: training sessions in the Philippines and Viet Nam, and a cross-country regional workshop. In Manila, the focus will be on improving coordination frameworks and streamlining permitting processes for renewable energy projects, with insights from ITSF and EVOSS. In Hanoi, discussions will center on governance reforms to accelerate project implementation and financing. The regional workshop will foster collaboration by sharing best practices and co-developing solutions for common challenges such as fragmented permitting, governance inefficiencies, and financing gaps. Drawing from the interest of the Government of Pakistan to be involved in ESCAP’s “Financing the Energy Transition” additional areas of work has been added to PRTC S23 2025. Responding to Pakistan’s request for ESCAP to provide advisory services on their Energy Transition Investment Plan, additional activities will be conducted such as a scoping exercise and relationship building mission and a concluding workshop that will provide Pakistan with an analysis of their energy transition status through the lens of the 2024-2025 experiences of past FET countries, Indonesia, the Philippines, and Viet Nam. The Economic Affairs Officer will function as the project manager for the RPTC S23 2025 “Financing the Energy Transition” Project under the overall guidance of the Chief of Section for the Financing for Development Section. 2. Objective. Under the supervision of the Economic Affairs Officer, the consultant will undertake the following tasks: A. Provide substantive backstop for the implementation of the FET activities as agreed with the project beneficiaries and provide strategic advice to the project manager (economic affairs officer) • Provide analysis on the topic of Energy Transition Financing in Asia and the Pacific • Develop briefing papers and/or analysis that aim to improve the integration of climate finance, and specifically energy transition finance, on the stocktaking of the Addis Ababa Action Agenda and leading issues arising towards FfD4. • Provide strategic advice to the project manager on matters related to maximizing ESCAP’s project outcomes, foster relations with government counterparts and development actors, and analysis on Energy Transition Financing topics • Finalize the Bespoke Philippine Volume on Financing the Energy Transition based on the existing work from 2024 • Advice on how to work with the Philippine government's CREZ plans and how these can be supported by ESCAP, given the initial engagement of ESCAP on the topic in September and December 2025 • Provide strategic advice on how to integrate the FET Workstream 2024 and 2025 to the anticipated scope for 2026 and the expanding work on energy transition within FFDS • Provide Monitoring and Evaluation support for project proposals and division-related matters B. Provide overall coordination for the Financing Energy Transition workstream. The specific activities include: • Develop a project management tracker that will organize the deliverables of the workstream for the following years • Lead on developing programme plans that will implement the deliverables of the FET 2024 project into a 2025 and/or 2026 Financing Energy Transition. Workstream areas of work • Lead planning of capacity building workshops, side-events, and other similar engagements for the Financing Energy Transition workstream • Co-lead on managing the deliverables of the project team C. Foster internal and external relations of MPFD and ESCAP on Energy Transition Financing. The specific areas include • Sustain and build relationships with existing contacts in governments, development partners, the private sector, civil society, and other organizations to promote and establish the Financing Energy Transition workstream • Lead the planning and implementation of meetings and consultations with different stakeholders related to Financing the Energy Transition D. Contributes to project management, monitoring and evaluation, partnerships, and knowledge management over various MPFD programmes and projects on climate finance and development finance • Develop logical frameworks and project proposals for the use of MPFD E. Participate in regular meetings of the project team, which will include another consultant and ESCAP staff F. Participate, as needed, in meetings with other development partners supporting the project G. Other activities as instructed by the Economic Affairs officer Qualifications/special skillsAdvanced university degree in economics, finance, international relations, or a related area. The consultant must have at least 2 years of experience in policy analysis, project management, and analytical work on financing for development related issues. The consultant has demonstrated experience in organizing international meetings, conducting research, drafting policy papers, programme proposals, and capacity development materials. The consultant has experience providing strategic advice and policy analysis on issues related to development finance, climate finance, and sustainable development to international organizations, governments, and non- governmental organizations. The consultant must have experience in working on energy transition and energy transition financing related issues. Specialization on stakeholder engagement with member States, governments, non-governmental organizations, and international organizations and the OECD is highly desirable.
