Expected duration6 February - 5 June 2026 Duties and Responsibilities1. Background of the assignment: The United Nations Convention against Transnational Organized Crime (UNTOC), with near universal adherence by 194 Parties, is the key international instrument in the fight against organized crime. In its implementation, Parties are required to take into account international human rights norms and principles, with the mainstreaming of gender and human rights considerations playing a critical role in developing comprehensive, inclusive and non-discriminatory legislation, policies and strategies to prevent and combat organized crime. This has been recognised in recent international resolutions, including Resolution 11/2 and Resolution 12/2 of the Conference of Parties to UNTOC and the Protocols thereto, as well as Resolution 26/3 of the Commission on Crime Prevention and Criminal Justice. The United Nations Office on Drugs and Crime (UNODC), through its Global Programme on Implementing the Organized Crime Convention, provides technical assistance to support States in designing legislation, strategies and plans that incorporate gender and human rights considerations in preventing and combating organized crime. To this end, the Global Programme has developed dedicated tools, including issue papers mapping gender and human rights considerations and the Toolkit on Mainstreaming Gender and Human Rights in the Implementation of UNTOC (the Gender and Human Rights Toolkit). The toolkit has been disseminated across eight regions, and over 500 national stakeholders from more than 90 jurisdictions have been trained. Building on these efforts, UNODC will expand its national and regional support, including a Training-of-Trainers programme in the Caribbean. Alongside this, UNODC continues to strengthen its engagement on organized fraud through tool development, technical assistance, and events such as the 2026 Global Fraud Summit co-organized with INTERPOL. To support these activities, the Conference Support Section (CSS) of UNODC’s Organized Crime and Illicit Trafficking Branch seeks a consultant to assist in implementing technical assistance, drafting tools, conducting advocacy, and supporting the functioning of the associated networks. 2. Purpose of the assignment: The purpose of the assignment is to support the implementation of projects on gender and human rights mainstreaming in the implementation of UNTOC and development and implementation of strategies against organized crime. The assignment will also entail supporting the development of an issue paper on gender-based violence (GBV) and organized crime, aimed at enhancing efforts of incorporating GBV considerations into responses against organized crime. The consultant will work in close coordination with UNODC headquarters and field staff, particularly those involved in the implementation of the two aforementioned projects across their areas of operation. 3. Specific tasks to be performed by the consultant: Under the overall guidance of the OCB/CSS Chief and the Programme Manager as well as the direct supervision of the Crime Prevention and Criminal Justice Officer, the consultant will perform the following tasks, in accordance with the work plan agreed upon with UNODC: 1) Support gender, human rights, disability inclusion and youth mainstreaming in the implementation of the UN Organized Crime Convention, in particular in the development of strategies against organized crime, through supporting the review of policy documents and the organization and delivery of technical assistance on the development of organized crime strategies. 2) Support the development of the Training-of-Trainers curriculum on gender and human rights mainstreaming in measures against organized crime through conducting research and analysis, providing drafting and review support and supporting the organization of the meeting of experts to develop the curriculum. 3) Assist in the development of an issue paper on gender-based violence and organized crime, including the organization of a meeting of experts to validate the Issue Paper. 4) Support the design and launch of the regional project for the Caribbean on organized crime strategies. 5) Support the preparation of advocacy materials on gender and human rights mainstreaming in organized crime responses, as well as the dissemination of the UNODC ‘zine’ to raise awareness on the lived experiences of those who have been impacted by organized crime. 6) Support the implementation of advocacy campaigns and dissemination of information to the gender and human rights champions against organized crime network. 7) Support the functioning of the Regional Network of Women in Law and Policy against Organized Crime and assist in the conceptualization and delivery of training sessions, undertaking of advocacy, and other relevant activities of the network. Qualifications/special skills• A first level university degree (bachelor’s degree or equivalent) in international relations, international development, political science, public policy or related field is required. • A minimum of 1 year of progressively responsible experience on gender and human rights mainstreaming in project implementation, is required; • Experience in integration of gender and human rights considerations in strategies and policies is required; • Experience in disability inclusion mainstreaming is desirable; • Experience in delivering trainings on gender and human rights matters to policymakers or criminal justice practitioners is desirable; • Knowledge of the United Nations Convention against Transnational Organized Crime is desirable.
