Ocean

Indonesia envisions that in 2045 the country will be able to transform its economy from a natural resource-dependent economy to a modern, competitive manufacturing- and service-based economy with high value-added to secure prosperity and social justice for all Indonesians. This transformation will capitalize on the country's maritime strengths by incorporating better ocean resource management to leverage the blue economy development for increasing environmental sustainability as well as building competitive, innovative, and sustainable maritime sectors.

A sustainable blue economy is given a central part in this shift of paradigm and geopolitical role. Indonesia will be known globally as a champion for conservation, restoration, and sustainable management of its seas, having been able to tackle the many environmental issues affecting its ocean and seas, such as marine and coastal pollution, climate change, Illegal, Unreported and Unregulated (IUU) fishing, overfishing, and habitat destruction, among others.

One of the keys to achieve the vision is by enhancing the governance of Indonesian seas and ocean recognising the multifaceted issues and interests across space and time. This effort will need to be supported by objective and scientifically robust data and analysis which can inspire action, coupled with the fulfilment of enabling factors as a catalyst for change and mobilization of resources. In WRI Indonesia, we work on three main areas: (1) Seeking collective actions through convening multistakeholder platforms to leverage the impacts for sustainable coastal and fisheries management, such as: the New Ocean Economy; (2) Enhancing sustainable coastal management including through providing policy-based research for advancing and scaling-up a nature-based solution approach for coastal management and fisheries; and (3) strengthen sustainable blue food management and governance.

Plastic Waste Management

WRI Indonesia hosted the secretariat of Indonesia’s National Plastic Action Partnership (NPAP), as part of the Global Plastic Action Partnership (GPAP) which initiated by the World Economic Forum (WEF), as a bold neutral platform responsible for coordinating and facilitating the public-private partnerships working to free the world from plastic waste and pollution. The initiative aims to tackle one of the most difficult and pressing challenges facing our global commons – plastics pollution – in particular the plastic pollution of rivers, deltas and the ocean. The Government of Indonesia has made significant step by committing to reduce plastics pollution to the ocean by 70% by 2025. GPAP is supporting Indonesia to reduce plastic pollution to the ocean through National Plastic Action Partnership (NPAP). The partnership brings together top leaders from government, private sectors and civil society organizations to contribute in achieving national ocean plastic reduction target.

Job Highlight

Knowledge Management and Outreach Consultant will support the secretariat of Indonesia’s NPAP focusing on two keys area:

  1. Knowledge management and database of the NPAP platform

    The consultant will contribute in maintaining and enhancing the established knowledge management system, this include overseeing Indonesia NPAP members database, Indonesia NPAP members initiatives, commitments, and their implementation. The consultant will ensure the database accurately captures detailed implementation progress to enable the NPAP secretariat to measures outcomes and foster strong collaboration between members

    1. Outreach activities of the NPAP and other relevant Ocean & Plastic Portfolio projects.

      The consultant will support the implementation of project’s engagement and outreach activities aim to strengthen NPAP’s visibility, partnership, and collective action.

      This position will be based in Jakarta with office-flex working arrangement and travel requirement as assigned. Reporting directly to the NPAP Community Coordinator, the consultant is expected to work closely and collaboratively with the Plastic Waste and Ocean Manager, NPAP team at WRI Indonesia, and GPAP team at the World Economic Forum. In support of WRI's DEI commitment, you are responsible for actively participating in these collaborative efforts by integrating equity into your work, our workplace, and the organizational culture.

      What You Will Do

      Knowledge Management, Data Collection, and Research (40%)

      • Maintain and further improve organization’s knowledge management system as part of an integrated learning that will help to inform strategic decisions
      • Ensuring that NPAP documents (presentations, NPAP member database) and folders are up to date
      • Develop and maintain NPAP Knowledge platform
      • Monitoring and measuring knowledge management activities
      • Collect data and information from government documents, international organization reports, FGD, surveys and interviews with relevant respondents on topics relevant to marine debris reduction in Indonesia such as but not limited to Global Plastic Treaty, EPR, Financing Plastic Waste Reduction, Waste Retribution, etc.
      • Synthesize information and publications, e.g. articles, reports, guidelines, regulations, etc on plastic pollution and ocean (e.g., blue carbon, HLP, climate smart aquaculture) and develop them into well-written document (e.g., communications product and knowledge product)
      • Collaborating with team members to capture new information that can be stored in the knowledge base.
      • Promoting collaboration and knowledge sharing through defining, supporting and encouraging NPAP members using NPAP Knowledge Products (reports, roadmaps, etc)
      • Assist the development of NPAP Data Storage that contains members programs and initiatives details
      • Support NPAP Secretariat in disseminating NPAP’s analysis document
      • Support in providing data for NPAP and ocean outreach products (e.g., newsletter, outreach emails)

        Outreach & Communication (30%)

        • Support outreach activities for NPAP members, including but not limited to, sending emails and invitations to Indonesia NPAP members and partners
        • Support in organizing events of NPAP secretariat and Ocean Projects (e.g., HLP, GOAP, AQUADAPT)
        • Co-develop executive summary/brief policy on plastic pollution in collaboration with communications team

          Project Management (30%)

          • Support day-to-day activities of NPAP Secretariat and Ocean program in running activities
          • Contribute to the development of donor progress report
          • Provide administrative support, including developing Terms of Reference (ToR), preparing detailed budget requirements (in coordination with the Project Assistant) for activities under the Plastic Waste & Ocean programme, managing and sending commitment letters of Indonesia NPAP members, drafting Minutes of Meetings, and preparing official letters for various organizations

            What You Will Need

            Required Qualifications:

            • Bachelor degree in environmental science, environmental management, environmental policy, sustainability, or other related fields.
            • Minimum 2 years of work experience in a relevant field with strong interest in the area of sustainable development, especially on plastic pollution, waste management, and circular economy model
            • Experience in knowledge management or information management e.g. managing large sets of data, documents handling and tracking, and familiarity with management tools/systems.
            • Experience in outreach activities, supported with proven ability to communicate effectively with various stakeholders including donors, development partners, private sector, universities, local government and CSOs.
            • Ability to oversee multi-stakeholder initiatives and work in a diverse work environment
            • Business proficiency in English and Bahasa Indonesia, on both written and verbal communications
            • Ability to work independently under minimum supervision, demonstrate strong initiatives, work ethics, and self motivated
            • Highly flexible and quick to adapt in a fast-paced environment
            • Strong interpersonal skills, working with people from a variety of backgrounds.
            • Highly organized, with strong analytical skills, and attention to details to ensure work accuracy and efficiency
            • Excels at managing multiple, competing priorities
            • Ability and willingness to travel when needed
            • Legally able to work in Indonesia

              Preferred Qualifications:

              • Passionate about addressing plastic waste, ocean, and environmental management issues and experienced in working with multistakeholder platforms.
              • Capacities in making use of data and information to write reports and/or create outreach material
              • Ability to design presentations/decks

                    Terms of Payment

                    Daily-rate consultant with maximum of 20 (twenty) working days per month
