Program Overview
WRI Indonesia’s cities and transport portfolio focus on reducing cities’ GHG emission and leveraging cities and dynamics to do rapid transition towards net-zero through just transition pathways to achieve inclusive, resilient, and prosperous nation. There are three pillars that we have defined to achieve this cities transition: livable neighborhood, climate resilience, and connective mobility. Under connective mobility pillar, WRI Indonesia believes that a people-centered mobility system is a fundamental aspect that should be provided in the city. Therefore, our mission is to help cities and provinces to implement seamlessly integrated, safe, good quality and accessible to all mobility system.
In a mission to achieve this goal, WRI Indonesia has been working with more than 10 cities leaders and national government in Indonesia to co-implement the low carbon mobility solution. One of our largest flagships in providing low carbon mobility solution is happening through public transport and private vehicle electrification. By working closely with the national government and city transport authorities, WRI Indonesia believes that a large scale impact of transport electrification can only be achieved when there is a strong alignment and collaboration between national, sub-national and private sectors.
Zero Emission Heavy Duty Vehicle (HDV) Mass Procurement
The Government of Indonesia (GoI) through the National Energy Master Plan has set ambitious targets for zero-emission vehicles (ZEV) adoption, including the goal of electrifying more than 10,000 electric buses by 2030 in Jakarta. However, several sub-national governments are struggling to implement this huge target due to government’s fiscal capacity constraint and the high initial costs to procure cleaner technology for heavy duty vehicle operations (bus and truck). Aiming to solve these fundamental barriers, WRI Indonesia is proposing a new procurement mechanism which emphasizes the benefits of having aggregated demand from the city and introducing a national, mass procurement framework which aims to lower the “gross cost contract” prices (fee/km) services. The goal of this project is, to make electric HDVs’ cost lower than diesel and CNG buses through a more cost-effective procurement strategy. Having this strategic program that will be co-implemented with key national ministries, WRI Indonesia seeks to work with a Zero-Emission Heavy Duty professional to conceptualize, manage, implement and monitor the concept development of mass procurement for zero emission HDV in Indonesia.
Job Highlight
The Zero Emission Heavy Duty Specialist will play a significant role in supporting WRI Indonesia’s flagship on accelerating e-mobility agenda through green heavy-duty vehicles. The position holder required to coordinate the work that will be co-developed by the national ministry and sub-national transport authorities and represent WRI Indonesia to provide an unbiased insight on electric mobility procurement and keep engaged with major key stakeholders in the sector.
The Zero Emission Heavy Duty Specialist will work independently under supervision of Urban Mobility Manager while working closely and collaboratively with the rest of the project. This position will be based in Jakarta with office-flex working arrangement and requirement to travel as needed.

This position is required to join as soon as possible with initial contract period up to 31 December 2024 with possibility of extension subject to individual performance evaluation, project needs, and budget availability.

Daily-rate based consultant with maximum of 18 (eighteen) working days per month.
