Develops, implements and administers compliance policies, procedures, and practices. Review and, where required, improve the existing compliance monitoring tools and processes, monitor compliance (with the support of subject-matter experts) and identify, investigate and report issues and irregularities through these tools and processes. Organize, support and facilitate working groups with subject matter experts and decide on the appropriate measures. Coordinate and conduct internal audits and the coordination of external audits (e.g., NSA), including the active follow-up of the corrective actions. Organise the day-to-day task management, coordinate and monitor the workload, offer support and expertise where needed. Develop employee communication and training programs (awareness) that focuses on the elements of a companywide compliance program. Act as focal point towards the competent national regulators / authorities on regulatory matters (e.g., 4NSA’s, EASA). Carry out any other tasks in line with the main purpose of the job.

Required qualification, experience & competencies

Completed university studies of 4 years (Master’s degree) in a relevant domain (e.g., law, business administration).

OR of 3 years plus 1-year relevant professional experience.

Internal candidates can check on the intranet to see what level of in-house experience is considered equivalent to educational qualifications where appropriate. A minimum of 3 year(s) of relevant working experience. Experience with analysing and interpretation of regulations. Experience with developing and maintaining a compliance database. Experience in coordinating and conducting audits. Experience in compliance in a heavy regulated environment (e.g., aviation, banking, pharma) would be considered an advantage). Knowledge of relevant national, European and international regulations, e.g. EU Directives, ICAO regulation. Knowledge of developing, implementing and maintaining policies and procedures. Experience with developing and deploying a compliance training programme or compliance employee communication would be an asset. Commitment to keep abreast of relevant regulatory developments and best practices in compliance control. Technical writing skills (English). The working languages of the Agency are English and French. For this particular job, candidates must be proficient users of English at level C1.
The levels relate to the European-framework-reference Common European Framework of References for languages (CEFR).

The selected candidate will be offered a contract for a duration of five (5) years in accordance with the provisions of the Staff Regulations governing officials at EUROCONTROL. This contract may be renewed for a total duration of up to nine (9) years, or it may be converted into an undetermined contract. If selected, the person will keep their current type of appointment duration (undetermined or determined).
The internal staff member with a determined contract will be offered, in principle, an appointment for 5 Year(s) with a maximum total duration of 9 years. The successful candidate shall be appointed at the grade set out in this vacancy notice, or if a group of grades has been published for a job level, in principle at the basic grade of the published job level. Candidates declared suitable who are not selected for the post will be placed on a reserve list for similar roles. The reserve list will be valid for one year from the closing date of applications.
