Terms of Reference1. General Background

UNHCR Korea developed a 2021-2025 Long-Term Strategy for its PSP programme’s sustainable growth in the future. Since its first launch in 2009, PSP Korea programme has grown significantly in terms of donor base as well as fundraising income by raising over 47 million USD from over 230,000 active regular giving donors as well as other PPH donors as of end 2022.
According to UNHCR Global PSP Strategy for 2018-2025, namely 1 billion Strategy and the above-mentioned Long-Term Strategy for UNHCR Korea, PSP Korea programme was prioritized as one of the core players with a potential to raise 80 million USD or more in 2025 onward.
In line with this strategy, UNHCR Korea aims to expand our supporter and audience pools by developing a comprehensive Audience Communication Strategy to create a balanced societal understanding on global forced displacement issue and enhance UNHCR brand value. Therefore, one new position recruitment has been identified to fully support the implementation of the Long-Term Strategy for Fundraising Communications activities.

2. Purpose and Scope of Assignment

Brand and Communications Strategy Implementation
• Assist in implementing UNHCR Korea's Audience Communication Strategies to support fundraising, and public engagement efforts, and to effectively communicate UNHCR's message to its target audience in the Republic of Korea
• Assist in planning, producing communication materials and executing public engagement events to support communication strategies
• Assist in conducting research and analysis of the local landscape and audience preferences to further develop the strategies and enhance communication capacity

Content Development and Management
• Assist in the development and production of communication materials such as newsletters, social media posts, and other promotional materials in English and Korean
• Edit, write, and translate communication materials in English and Korean to ensure accuracy and clarity of messaging
• Design and create visual content for use on social media and other digital channels, such as infographics, videos, and graphics
• Support in updating UNHCR Korea's website and social media accounts to ensure timely and relevant content is shared with its followers and assist in analyzing metrics to evaluate success

Monitoring, Evaluation, and Reporting
• Monitor media coverage and conduct research to evaluate the effectiveness of UNHCR's communication efforts
• Assist in preparing regular reports on UNHCR's communication and fundraising activities, including analyzing data and making recommendations for improvement
• Ensure compliance with UNHCR's communication and branding guidelines in all materials and activities

Performance Analysis and Reporting
• Assist in the development and analysis of key performance indicators (KPIs) to track the effectiveness of communication strategies and activities
• Help prepare regular reports on communication activities and performance to be shared with internal stakeholders

General Administrative Tasks
• Provide necessary administrative and communications support that complement the above duties as assigned by the supervisor
• Perform other duties as required

3. Monitoring and Progress Controls

The LICA will work in the UNHCR office under the direct supervision of the Communications Associate.

4. Qualifications and Experience
(List the required education, work experience, expertise and competencies of the individual contractor. The listed education and experience should correspond with the level at which the contract is offered.)

a. Education (Level and area of required and/or preferred education)
- Completion of high school diploma or University degree in preferably Communication, Marketing, Journalism, or International Relations.

b. Work Experience
(List number of years and area of required work experience. Clearly distinguish between required experience and experience which could be an asset.)
- Minimum 1 year of relevant working experience with High School diploma; or 0 year of experience with Bachelor or equivalent or higher.

c. Key Competencies
(Technical knowledge, skills, managerial competencies or other personal competencies relevant to the performance of the assignment. Clearly distinguish between required and desired competencies)

Required competencies:
1. Excellent written and verbal communication skills: This includes being able to write clearly and concisely, and to effectively communicate with a variety of stakeholders, including colleagues, clients, and the media. High proficiency in written and spoken English and Korean and excellent ability to edit, write and translate communication materials in English and Korean.
2. Attention to detail: Able to pay close attention to detail in all aspects of their work, including writing, proofreading, editing, and project management.
3. Organizational skills: Need to be highly organized, able to manage multiple tasks and deadlines simultaneously, and able to prioritize tasks effectively.
4. Interpersonal skills: A team player with good interpersonal skills, able to work within and manage diverse groups.
5. Social media and digital marketing skills: Including skills in graphic or web design, photography, communications/social media analytics, events or content management, Experience in using digital tools and platforms, designing, and creating visual materials, and managing social media and digital campaigns.
6. Demonstrated commitment to high ethical standards and values consistent with those of UNHCR.
