The EIB, the European Union's bank, is seeking to recruit for its Secretariat General Directorate (SG), Communication Department (COM), Media Division (MEDIA), Strategic Priorities and Messaging Unit (SPM) located in the EIB Local Office in Brussels/Belgium, a Communication Officer, EIB Group Media*.

This is a full-time position at grade 5 for which the EIB offers a permanent contract in Brussels/Belgium.

Purpose

You will plan, coordinate, and manage European Investment Bank Group communication activities, with a focus on Brussels-based media, and counterparts at EU institutions and other stakeholders in Brussels. You will play a key role in shaping outreach initiatives and implementing EIB Group’s communication strategy and support the effective dissemination of key messages that reinforce EIB Group’s visibility and reputation. Within a complex policy environment, you will develop and nurture internal and external networks, and contribute to the achievement of the EIB Group’s objectives.

Operating Network

You will report to the Head of the Strategic Priorities and Messaging Unit and work closely with other colleagues in the Communication Department and the EIBG Brussels Office.

You will navigate the complex and diverse Brussels-based international media and institutional policy environment, with needed political sensitivity and adaptability.

You will identify opportunities for joint communication initiatives, contribute to forward planning and coordination by drafting material and preparing outputs, while advising management on communication approaches, and support the effective execution of activities relevant to EU institutions and EU policy developments.

You will advise on strategic messaging and initiatives, working with colleagues across the Media division, the Communications Department, and across the Group, to ensure messaging is aligned with business and institutional objectives as they pertain to the EU institutions and Brussel’s based stakeholders.

Accountabilities

Proactively engage in communication activities in various policy areas to convey EIB Group priorities and key messages to journalists, influencers and stakeholders, ensuring alignment with strategic EU objectives.Build and develop effective working relationships with communication counterparts in European Union institutions and other partners, coordinating European Investment Bank Group messaging and identifying and implementing impactful communication opportunities. Develop collaboration opportunities and contribute to the coordination and planning of communication events and outreach initiatives with Brussels-based counterparts around EIB Group’s core investment priorities and key policy decisions.Coordinate and deliver communication outputs pegged to key European Union events, policies and announcements, highlighting and promoting the Group’s strategic role in implementing EU policies, in close collaboration with the Permanent Representation of the EIB Group in Brussels, counterparts in EU institutions and other stakeholders and partners. Serve as key contact for Brussels-based media and stakeholders, fostering relationships and enhancing EIB Group’s visibility and reputation. Promote EIB Group’s experts and senior management as thought leaders in their areas of expertise, including by proactively arranging interviews and other media engagements, and advise senior leadership and SG/COM on visibility opportunities and communication approaches.Plan and help execute tailored campaigns, in collaboration with media officers, the audiovisual and social media units and colleagues from across the Communication Department. In close collaboration with the Publishing Division, promote EIB Group’s publications, including in-house economic research and thematic publications.Draft press releases, lines to take, defensives, and communication plans.Prepare briefings for EIB Group leadership.Recommend the best channels, events, and tactics for communication delivery, maximising reach and impact.

Qualifications

University degree (minimum an equivalent to a Bachelor), preferably in economics, finance, or international relations or related field. At least 5 years of relevant professional experience in the media and/or in corporate or institutional communications, with a focus on strategic communications, media and /or public relations.Knowledge/experience of communications work at senior level, preferably in a complex institutional environment. Good network and experience in working with Brussels-based correspondents and EU media and institutions. Excellent skills in communicating with different public audiences and knowledge of channels to reach our audiences.Good knowledge of the EU institutional and political framework.Sound understanding of the Bank’s mission, strategy, policies and organisation, and of its institutional and political context.Highly developed oral and written communication skills. Excellent knowledge of English and/or French*, with a good knowledge of the other. (Knowledge of other EU languages would be an advantage.

(*) Unless stated explicitly as a required qualification, a good command of French is not a pre-requisite for hire. As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL).
