The Communication Manager will have overall responsibility for the implementation of all communication activities and materials of the project and will coordinate the design and implementation of the internship programmes.
He/she will be responsible for obtaining approval from the Contracting Authority for participation of the project’s experts in public events or publication of materials.
Qualifications and skills
Qualifications and skills Master’s or equivalent university degree in the field of communication, public relations or another relevant discipline, or in its absence, five (5) years of professional experience in addition to the general professional experience requested below Proficiency in written and spoken English (level 1 on a scale of 1 to 5 of language competence, where 1 is proficient and 5 is basic) Knowledge of Romanian language will be considered an asset.
General professional experience
At least two (2) assignments of at least two (2) years as communication manager/officer, responsible for developing and implementing large and complex communication campaigns and coordinating the organisation of large events Proven knowledge of EU communication policies, requirements and institutional set-up Minimum 440 working days of proven professional experience as communication officer in a public institution or in an international organisation
Specific professional experience
At least 880 working days of proven professional experience as the communication manager/officer of at least two (2) EU-funded projects with a value above one (1) million Euro At least three communication campaigns (comprising organisation of events, production of communication and visibility materials, collaborations with independent media and content producers etc), within the last 5 years, designed and implemented (proven by documentation of the materials produces and events organised by the candidate) Coordination of (designed the concept and led its implementation) the organisation of at least ten high-level public events (with the participation of Ministers/EU Commissioners/ Members of Parliaments/Ambassadors or equivalent level) and five large-scale public events (at least 70 persons) At least one assignment (1) of at least (2) years in an IPA or ENPI/ENI/NDICI countryThe project will be implemented mainly in Chisinau (Republic of Moldova).
