For the purpose of this vacancy, internal candidates are considered first-tier candidates.   Under the direct supervision of the COA Senior Programme Manager in Geneva, Switzerland, and under the administrative supervision of the Head of Office in Ottawa, Canada, the successful candidate will liaise with the donor, the Department of Immigration, Refugees and Citizenship Canada (IRCC), on pre-arrival programme activities. They will be responsible for effectively channelling information collected from stakeholders in Canada on specific aspects of COA programme delivery to the COA Global Management Team (including the Senior Programme Manager; the Global Programme Officer; the National Programme Support Officer; and the National Programme Officer, Budget Monitoring), and will identify issues and propose preliminary solutions. They will represent COA at meetings, workshops and conferences on pre-integration and pre-arrival related themes and will address COA participant and stakeholder concerns that arise in Canada.

  1. Liaise with Immigration, Refugees and Citizenship Canada (IRCC) on IOM’s pre-arrival programme activities through COA. Channel information collected from IRCC, IOM Canada, and other stakeholders in Canada on aspects relevant to programme activities and make recommendations to the COA Global Management Team.
  2. In coordination with the COA Global Management team, supervise and guide COA Canada team members, and oversee the planning, development, and execution of activities related to liaison, promotion, and curricula in Canada. Ensure proper coordination and communication with COA Global Management, IRCC, other stakeholders in Canada, and other IOM Departments, as relevant to each activity.
  3. In coordination with the COA Global Management Team, provide information on COA programme delivery, initiatives, successes, shortcomings, and remedial actions to IRCC and stakeholders in Canada. Collect and incorporate input from relevant parties in the development of COA tools and curricula.
  4. Liaise with service provider organizations and civil society partners in Canada to expand collaboration and strengthen the referral networks among pre-arrival and post-arrival information and orientation services.
  5. In coordination with the COA Global Management Team and the COA Canada team, research, prepare and deliver COA stakeholder outreach presentations, tools, fact sheets, etc. Participate in the review of any databases, visibility products, reference tools and training resources, ensuring information is relevant and accessible to all persons, including to at-risk individuals.
  6. In coordination with COA Global Management Team, IOM Canada, the Department of Legal Affairs (LEG) Contract Review Team, and the Resources Mobilization Division (RMD), draft any amendments to the donor agreement related to COA activities, and liaise with IRCC for the review and signature of agreements and amendments as needed.
  7. In coordination with the Department of Financial and Administrative Management (DFM), the Resettlement and Movement Management Division (RMM), the Department of Policy and Research (DPR), LEG, and other relevant units, and with the support of the COA Global Management Team, support research, programme evaluations, as well as preparation and submission of funding proposals to IRCC. 
  8. In coordination with the COA Global Management Team, COA Facilitators, IOM Ottawa, and IOM Missions abroad, plan, organize, and co-facilitate staff familiarization visits and workshops held in Canada, as well as virtual webinars and workshops.
  9. Collect narrative reports from COA sites abroad, consolidate the information, contribute to the writing of interim and annual narrative reports, and coordinate with RMD and COA Global Management Team for endorsement and ensure timely submission to IRCC.
  10. Represent the COA programme in Canada and participate in relevant meetings, consultations, and conferences with governmental and non-governmental organizations (NGOs). 
  11. Undertake national and international duty travel as required.
  12. Perform such other duties as may be assigned. Education
    • Master’s degree in Management, International Relations, Education, or Immigration Studies or a related field from an accredited academic institution with two years of relevant experience; or
    • University degree in the above fields with four years of relevant professional experience. Accredited Universities are those listed in the UNESCO World Higher Education Database.   Experience
      • Understanding of Government of Canada policies and programmes in relation to immigration and integration issues and challenges; 
      • Strong liaison, supervisory, coordination, time management, report drafting, proposal development, and presentation skills;
      • Experience in humanitarian programmes for refugees, in Canada and/or abroad, including capacity-building activities; and
      • Demonstrated ability to work effectively with a variety of partners and stakeholders. Skills
        • Understanding of international refugee migration issues, and more specifically as they apply to refugee resettlement to Canada and complementary pathways, either at a pre- or post-arrival stage, is required. 
        • Knowledge of the Refugee Assistance Program (RAP), the Government-Assisted Refugees Program, the Private Sponsorship of Refugees Program, the Blended Visa Office-Referred Program, the Joint Assistance Sponsorship Program, and the Economic Mobility Pathways Pilot Program in Canada is an advantage.
        • Knowledge of IRCC program logic model, results and outcomes, financial guidelines and terminology is an asset. Languages
          • Fluency in English (spoken and written)
          • French is desirable
          • Knowledge of other commonly spoken languages by Canada-bound refugees such as Amharic, Arabic, Burmese, Dari, Kiswahili, Pashto, Somali Spanish, Tigrinya are highly desirable IOM’s official languages are English, French and Spanish.
