Org. Setting and ReportingThe United Nations Office at Nairobi (UNON) is the UN headquarters in Africa and the Director-General of UNON is the representative of the Secretary-General in Kenya. UNON supports programme implementation of the United Nations Environment Programme (UNEP), the United Nations Human Settlements Programme (UN-Habitat) and the Resident Coordination System (RCS) globally, as well as other UN offices in Kenya, by providing administrative, security, conference and information services (www.unon.org). This position is located in the Conference Facilities Project at the United Nations Office at Nairobi (UNON). The Clerk of works (Electrical/Mechanical/Plumbing) reports to the Chief, Programme Management Section and to the Project Manager,UNON Conference Facilities Project, Division of Administrative Services, UNON. ResponsibilitiesWithin delegated authority, the clerk of works (Electrical/Mechanical/Plumbing) will be responsible for the following duties and responsibilities: • Provide assessment of all works performed, complementing the level of checks/inspections and balances during the project relevant to his/ her area of assignment. • Liaise and coordinate with relevant services at UNON during construction and renovation for safety inspection of premises; report and investigate accidents and recommend correction of safety or fire hazards. • Attend all meetings relating to electrical, mechanical, plumbing, fire alarm systems, security, IT, complex electro/mechanical/plumbing systems, related site utilities, elevators and other related issues, as appropriate and keep notes/records. • Maintain full knowledge of the contracts, amendments to contract, production time- schedules, designs, and specifications, bills of quantities, change orders, and measurement methods applied, the quality assurance system and other frameworks, including revisions relevant to electro/mechanical systems of the CFP project. • Oversee all receipts and inspection of building materials, samples, equipment etc related to the CFP. • Develop and maintain archiving of the contracts, amendments to contract, production time- schedules, designs, and specifications, bills of quantities, change orders, measurement methods applied, the quality assurance system and other frameworks, including revisions relevant to his/her assigned duties. • Maintain full-time site supervision, inspections and records also including all non- compliances with all the contract documentation. • Ensure that the contractor records all daily events in the site diary/journal and when applicable monitor and record hours of working, day works, and notification of additional hours. • Monitor, analyze and respond to the construction contractors' reports. Assist in monitoring and evaluating change-order proposals. Assist and prepare in evaluating acceptances on substantial and final completion. • Provide weekly activity reports summarizing the status of the works by end of period. Monitor and ensure that the contractor follows the last approved versions of construction drawings and specifications pertaining to his/her area of assignment. • Monitor and record collection of sample materials, sample test and sample deliveries, test-procedures and when applicable and possible visit the suppliers/manufacturer's work sites and/or quarries. • Ensure that all materials are stored in the appropriate manner and easily available. Ensure appropriate provision for protection and securing of all works. • Daily supervise, check, record and ensure that the contractors provide safe working conditions, adequate workforce at the required level of skills and the appropriate for their purposes. • Prepare, supervise, monitor and report on testing and commissioning activities. • Evaluate the output of the consultants, contractors and assist with the quarterly review reports. • Integrate activities with all CFP project related items, decanting and related moves, facilities management, security, logistics and other activities. • Work collaboratively with the contractor to analyze mechanical, electrical and plumbing engineering problems & solutions. • Take part in risk workshops and report any risks associated with MEP installations or general projects to the Project Manager. • Record and report any breaches to the Project Manager. • Recommend the stopping of construction works to the project manager, if he / she notices any unsafe practices are being followed. • Provide advice to the Project Manager regarding any mechanical services related to variable costs (or change control in the case of fixed price) that the Contractor may claim during the works. • Review and comment on the Contractor’s Operation and Maintenance manuals (more relevant for Phases 0B onwards) • Contributes to the collection and analysis of data and identification of trends or patterns and provides draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting. EducationAn advanced university degree (Master’s or Doctorate degree, or equivalent) in electrical or mechanical or related fields is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Certification in PRINCE II or Project Management Professionals (PMP) or similar Project Management certifications is highly desirable. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable. Job - Specific QualificationNot available. Work ExperienceA minimum of (2) two years progressive work experience in Electrical/Mechanical engineering as it relates to the management of building design and construction is required. Experience as a superintendent or building supervisor in at least three building projects of 10,000 m2 in size or more is desirable. Experience as an inspector of electro/mechanical and specialty systems work is desirable. Experience in using MS Project or similar software is desirable. 1 year or more of experience in data analytics or related area is desirable.
