The Civil Engineering Analyst will play a critical role in ensuring the verification of rates, adequacy of designs, assessment of associated risks, and provision of technical advice to UNDP projects. The incumbent is expected to perform all duties with integrity, impartiality, and independence, aligning with UNDP's values and interests.

Duties and Responsibilities

The Civil Engineering Analyst will work under the overall guidance of the Procurement Specialist. He/She will be based in Islamabad, Pakistan.

The Civil Engineering Analyst is expected to perform the following functions: -

Serve as the Independent Civil Engineer of the Pakistan Country Office placed in the Procurement Team to support projects implementation, performing the following tasks as the technical focal point of the Country Office: 

Verification of design adequacy and suitability:  Review construction designs to assess their adequacy and suitability for the intended purpose. Identify any design flaws, inefficiencies, or potential improvements.  Provide recommendations for modifications or enhancements to optimize design performance.  Verification of Internal cost estimates:  Conduct a thorough analysis to verify rates of civil works against market rates, previous contracts, and any existing Pakistan Civil Works Indexes.  Ensure that rates are reasonable, fair, and in line with prevailing market conditions.  Identify any discrepancies and provide recommendations for adjustments if necessary. 

Ensure the quality assurance of all technical construction works documentation.

Verify and quality assure all technical construction works documentation submitted e.g. Feasibility studies, Terms of Reference for consultants/contractors, specification documents, Bills of Quantities, scope of works, evaluation methodologies, quality assurance and contract management mechanisms, risk management plans and any similar documents in accordance with UNDP Pakistan Country Office processes, UNDP Civil Works policy, and Delegation of Authority (DoA) for construction works.   Provide advice, direction, and independent assurance relative to the Construction/works related risk processes/procedures, liaise with Project Engineers, Contractors, and other relevant personnel. Review and verify variation orders for accuracy, completeness against the contract terms and support documentation submitted to procurement in line with UNDP procurement policies and procedures.

Provision of technical advisory services and monitoring of construction/works implemented by UNDP

Provide guidance to Project Engineers and programme/M&E experts to ensure risks and their relevant responses are not only identified, assessed, owned, and communicated at the design stages of the works components in projects but also tracked/monitored and mitigated during implementation stage of works components. Contribute to the development, implementation, monitoring, and updating of project/programme construction works DOAs.  Verify and quality assure technical evaluation processes of construction works bids and technical proposals by participating in the relevant evaluation committees. Monitor and keep records on progress of all construction works in the CO.

Undertake site visits to project sites to ascertain progress and quality of construction works.

Support the risk-based design, implementation of the construction workIn close coordination with Risk Management and Oversight Unit, enable and help deliver and improve UNDP’s risk management framework to its required standard, through:  Participation in development of SOPs, RACI matrices and associated checklists etc related to construction works in compliance with standards and applicable policies  Participate in qualitative and quantitative risk analysis where risks rated Moderate and above in the Construction Risks Mitigation Matrices of the projects are monitored to track exposure and establishing assurance on the relevance, quality and timely completion of their associated risk treatment actions.  In close collaboration and consultation with Risk Management and Oversight Unit, participate in the robust oversight on the timely and effective design and implementation of all the projects which are to develop Environmental and Social Management Plan (ESMP), and on all the assessments/management actions emanating from Project Environmental and Social Management Framework (ESMF), and Environmental and Social Impact Assessment.  Proactively support the development of UNDP Pakistan Civil engineers’ community of practice and provide a catalytic role for an enhanced delivery of risk-based design, implementation and monitoring of construction/works implemented by UNDP through 3rd party contractors.  Provide training and knowledge transfer to national personnel and contractors’ personnel, including advice on good construction practices, environmental management practices, and appropriate health and safety standards during construction.

Facilitate knowledge sharing and knowledge management 

Contribute to the dissemination and sharing of best practices and lessons learned for development planning and knowledge building. Provide guidance to the UNDP Engineers in developing construction works documentation for procurement processes and any a third-party engineering firm engaged in UNDP construction/civil works processes.

Required Skills and Experience

Education:

Advanced university degree (master's degree or equivalent) in Civil Engineering, Architecture or related field or other relevant disciplines is required. OR A first-level university degree (bachelor’s degree) in the areas mentioned above, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree CIPS level 3 is highly desirable for this position and candidates holding this level at the time of application will have a distinct advantage. If the desired certification is not available at the time of recruitment, it should be obtained within one year of recruitment. Candidates holding a CIPS certification at any level below at the time of application will have a proportionate advantage.
 

Experience:

Minimum of two (2) years (with a master’s degree) or four (4) years (with a bachelor ‘s degree) of professional work experience at the national or international level in building construction and civil works project management. 

Required Skills:

Proven experience in managing and leading engineering teams is required. Strong computer skills and advanced working knowledge of Microsoft Office is required. Experience in computer-aided design software is required.

Desired Skills:

Experience in handling tender documents for sizeable engineering works, including technical inputs/specifications for the procurement of services is desired. Familiarity with UNDP Policies and Procedures and procurement rules and regulations is a strong asset. Experience in leading and directing project activities and the achievement of project targets and results is desired. Experience in supervision of construction activities is an asset.

Required Languages:

Fluency in English is required.

Professional Certificates:

Certification in Project Management methodology by an accredited body (i.e. PMP, PRINCE2) is desirable.
