Setting and ReportingThis position is located in the Human Resources Management Section, Programme Support and Management Services of the Office of the High Commissioner for Human Rights (OHCHR) in Geneva. The incumbent reports to the Chief of Programme Support and Management Services. ResponsibilitiesThe Chief, Human Resources Management Section is responsible for the planning and management of all human resources issues and activities at OHCHR across its global footprint. The incumbent provides leadership on all human resources management (HRM) matters at OHCHR, as part of the UN Secretariat with a responsibility for the following tasks: a) Oversees OHCHR’s approach to talent acquisition, including job design, vacancy management, recruitment, and placement and promotion of staff and non-staff in accordance with the Secretariat’s regulatory framework and delegated authority; b) Ensures consistency in the application of Staff Rules and Regulations in respect of the staff working in different duty stations. In this connection, and in close collaboration with OHCHR managers responsible for delivery of the substantive programmes, elaborates and implements HR plan of actions related to OHCHR's field presence. Liaises closely with service providers for the management and administration of local staff in the field administered by UNDP; c) Manages the HR activities relating to staff well-being, talent development, learning and performance management; including overseeing the implementation of OHCHR Organizational Effectiveness Action Plan (OEAP) on Cultivating leadership, talent management and staff well-being. Ensures initiatives align with organizational goals, fostering an enabling culture where OHCHR invests in staff potential, nurtures talent and enhances well-being; d) Provides expert advice to senior management on personnel management policies/practices and recommends appropriate measures for implementation of pertinent resolutions by the General Assembly and directives of the Office of Human Resources (OHR) at UNHQ, as well as on strategic approaches and adaptation of existing policies and practices in the implementation of HR management at OHCHR; e) Represents OHCHR at the inter-agency and other meetings dealing with UN common system personnel questions and in discussions/negotiations with staff representative bodies on personnel and related matters. Works closely with collateral providers to explore solutions to disputes or requests for management evaluation; f) Provides advice to the OHCHR staff on personnel policies and procedures, as well as application of Staff Rules and Regulations and related administrative provisions; g) Manages and provides leadership to the Human Resources Management Section, ensuring that the needs of clients are met in an optimal manner. Work ExperienceAt least ten years of progressively responsible experience in human resources management or related field is required, of which five years within the United Nations or other international organizations. Experience providing services in a field operation context is required. Experience in managing diverse teams (of at least 15 individuals) in an international setting is required. Experience in an ERP system, such as Umoja, is desirable. Proven experience developing and delivering a broad range of talent management activities for large organizations is desirable.
