Background:
OSCE field operations are the front line of the OSCE’s engagement on the ground, supporting host authorities in fulfilling OSCE commitments and implementing a comprehensive approach to security. The OSCE Mission to Skopje is the Organization's longest-serving field operation working on social cohesion, fundamental rights, gender equality, the rule of law, good governance, integrity and anticorruption, criminal justice and police reform.
This is a temporary position with a start date of as soon as possible and an initial duration of 5 months and 29 days with a possibility of an extension.
Tasks and Responsibilities:
Under the direction and supervision of the Head of Public Safety and Community Outreach Department (PSCOD), the Chief of Community Outreach Unit will be responsible for:
Leading and managing the Community Outreach Unit, including staff based at the Mission HQ in Skopje and at the Field Office in Tetovo. In conjunction with the Head of Public Safety and Community Outreach Department, and in close coordination with the Human Dimension Department (HDD), developing strategies, guidelines and standard operating procedures for the field teams, and guiding and supporting the conversion of strategies into implementation plans; Establishing and maintaining regular contact and relations with all communities and relevant Host Country institutions in respect of community policies and community rights; Identifying community related issues, analysing their implications and advising on programmatic policies to achieve measured improvement in the performance of institutions on local and central level, including the municipalities, in respect of community policies and community rights; Developing and implementing strategies to implement recommendations and policy decisions adopted in analytical and policy/advocacy reports; Based on the findings of outreach activities and analysis, proposing the design, development and implementation of programmatic activities in the area of community policies and rights; Providing updates and briefings to Head PSCOD, Head of Mission / Deputy Head of Mission and other managerial staff of the Mission on developments in the Area of Responsibility (AoR); Coordinating closely with the Chief of Criminal Justice and Police Reform Unit, as well as with the Office of Political Affairs and Communications (OPAC) and relevant HDD units in the Mission on programmatic/outreach priorities and preparation of joint analytical papers; Co-operating closely with the Mission’s gender team in order to integrate gender issues into programmatic design, monitoring and evaluation, reporting, and activity implementation; Serving, together with the Head of OPAC, as one of the Mission’s two Early Warning Focal Points; Performing other duties as required.

Necessary Qualifications:
Mandatory:
International mission members in the OSCE are internationally recruited. For the purposes of OSCE Missions (Field Operations) this means that they are hired to work in a duty station outside of their home country or country of permanent residence. As a result, nationals and permanent residents of the duty station are not eligible for international mission member positions. In the case of individuals with multiple nationalities, candidates are still ineligible for consideration even if using another citizenship for application while simultaneously maintaining the citizenship or permanent residence status of the country where the duty station is located; Second level university degree in law, human rights, political science, international relations or first level university degree complemented by equivalent professional experience; At least 6 years of experience working on community rights issues, with governments, and/or other relevant stakeholders; Extensive knowledge of international human and community rights standards and previous experience working on community rights issues with governments and/or other relevant stakeholders; Ability to develop strategic programming on community issues; Proven project and budget management experience; Strong leadership and managerial skills and experience in leading multinational teams; Ability to establish and maintain effective and constructive working relationships with internal counterparts at all levels as well as with relevant Host Country and international interlocutors; Proven ability to collect and analyse data on a variety of thematic issues dealing with community rights; Proven ability to design and implement strategic programming on community issues; Good organizational and inter-personal skills; Professional fluency in the English language with excellent written and oral communication skills, including public speaking and briefings; Demonstrated ability and willingness to work as a member of a team, with people of different gender and cultural and religious backgrounds and diverse political views, while maintaining impartiality and objectivity; Cultural sensitivity and judgement; Flexibility and ability to work under pressure and within limited time frames; Demonstrated gender awareness and sensitivity and an ability to integrate a gender perspective into tasks, project design and activities; Computer literate with practical experience in Microsoft applications.Desirable:
Experience in negotiation/mediation; Knowledge of one or more of the most common lingua franca spoken in the mission area; Previous experience in field missions, preferably in South Eastern Europe; Sound knowledge of the Council on Europe’s Framework Convention on National Minorities and, more generally, the international policy and legal framework on community rights, including the work and mandate of the OSCE High Commissioner on National Minorities
Remuneration Package:
The incumbent shall be entitled to receive Board and Lodging Allowance (BLA) at the current daily rate of 123.00 EUR, in accordance with applicable OSCE procedures.
Social benefits will include participation in the OSCE Group Insurance Scheme and the OSCE will cover 50% as the employer’s share of the monthly premium and the premiums for Cigna Life & Accident Disability.
