Org. Setting and ReportingThis position is located in the Programme Support and Management Service of the United Nations Trade and Development (UNCTAD). Under the direct supervision of the Director of the Office of the Secretary-General, with the guidance of Deputy Secretary-General of UNCTAD, and the overall direction of the Secretary-General of UNCTAD, the incumbent contributes to the implementation of UNCTAD's mandates by providing the necessary managerial, administrative and logistical support to the entity. ResponsibilitiesThe Chief of Administration supervises the areas falling under the responsibility of the Programme Support and Management Service, notably: - Leads, supervises and provides planning and strategic guidance to the Programme Support and Management Service. Co-ordinates the work carried out by its different work units. - Oversees matters related to Oversight and corporate strategies such as Enterprise Risk Management, Internal Controls, Business Continuity, etc. for UNCTAD and ensure their close alignment with the UN System wide strategies. - Lead UNCTAD’s culture and skills transformation under the UN 2.0 framework. - Advises senior management on budgeting, financial, human resources and general administration and management information issues and practices. - Advises senior management on UNCTAD programme planning, including interaction with intergovernmental bodies and specialized committees. - Oversees the verification and clearance of agreements that UNCTAD enters into, by ensuring that the aims, purposes, terms and conditions of such agreements are consistent with the organizations over-all policy directives and guidelines, regulations, rules and administrative requirements. - Produces major/complex reports for management. - Provides guidance, support, supervision and performance evaluation for staff of the service at both senior and operational levels. - Ensures that the outputs produced by the Service maintain high quality standards. - Prepares the work programme of the Service, determining priorities, and allocating resources for the completion of outputs and their timely delivery. - Undertakes or oversees the programmatic/administrative tasks necessary for the functioning of the Service, including evaluation of staff performance (ePerformance), interviews of candidates for job openings, and evaluation of candidates. - Recruits staff, taking due account of geographical and gender balance. - Manages and supervises the preparation of performance reports and short/medium term plans for the Service. - Ensures provision of guidance, performance evaluation, supervision and mentoring to all UNCTAD staff. - Fosters teamwork and communication among staff in the Service and across organizational boundaries. - Advises the Senior Management of UNCTAD in negotiation of host country agreements (conferences and meetings away from Geneva) and their implementation; provides administrative support to such conferences and meetings. - Reviews continuously, in consultation with the stakeholders involved, a set of sound policies, procedures, practices, standards and tools that are consistent with UN policy and practice in order to ensure proper budget, accounting, financial and human resources management and controls, while considering the operational needs of UNCTAD. - Represents UNCTAD in meetings and boards with administrative implications, including: o Participates, on behalf of UNCTAD, in task forces of the Secretariat on human resources and administrative matters, including the implementation of the information management system. o Participates in UNCTAD management meetings to provide advice on administrative, financial and human resources matters, as required. o Represents or participates in representation of UNCTAD in review bodies, as necessary, especially TDB Working Party on the Programme Budget, CPC, ACABQ, and 5th Committee. - Liaises with other entities of the UN Secretariat, specialized agencies and other international organizations regarding administrative issues, in order to ensure proper consultation and coordination. EducationAdvanced University Degree (Master's degree or equivalent) in business or public administration, human resources management, finance, law or a related field is required. Experience with United Nations administration/human resources/financial policies and practices is desirable. Demonstrated experience of the transactional components of the ERP Umoja in managing the organization’s resources is desirable. Experience facilitating the administrative components of large programmes and partnering in related substantive discussions is desirable. Experience in interacting with government officials, international organizations, civil society or other target groups is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required; and knowledge of French is desirable.
