The International Seabed Authority (ISA) is an international organization established under the United Nations Convention on the Law of the Sea (UNCLOS) and the 1994 Agreement relating to the Implementation of Part XI of the United Nations Convention on the Law of the Sea. The ISA is the organization through which States Parties to UNCLOS shall, in accordance with the regime for the seabed and ocean floor and subsoil thereof beyond the limits of national jurisdiction (the Area) established in Part XI and the 1994 Agreement, organize and control activities in the Area, particularly with a view to administering the resources of the Area. ResponsibilitiesThe incumbent is a member of the Senior Management Team. Under the overall guidance and the direct supervision of the Secretary General and within delegated authority, the Chef de Cabinet will be responsible for the following duties: 1. Provide authoritative strategic advice on ISA’s vision, mission, and operations, ensuring alignment with organizational objectives and policies. 2. Serve as a focal point for coordination with other agencies, Member States, and international partners, identifying opportunities for collaboration and synergy. 3. Supervise the functioning of the Executive Office of the Secretary-General (EOSG), providing leadership, direction, and oversight of administrative and programmatic operations. 4. Oversee budget preparation, resource distribution, and performance monitoring to ensure efficient and effective support to the Secretary-General. 5. Manage recruitment processes, staff evaluations, and professional development initiatives to uphold ISA’s values and standards. 6. Ensure effective communication between the EOSG and internal and external stakeholders, keeping senior officials informed of critical developments. 7. When required, represent the Secretary-General and ISA at international, regional, and national meetings, articulating organizational priorities and providing expertise. 8. Oversee planning processes, ensuring alignment of mandated tasks with component plans and incorporating cross-cutting issues such as gender mainstreaming. 9. Facilitate the translation of policy intent into actionable tasks, coordinating with relevant offices and ensuring effective implementation. 10. Review and ensure high standards for all outputs and communications from the EOSG, ensuring clarity, objectivity, and compliance with relevant mandates. 11. Oversee procedures for information analysis, reporting, and management to enhance intra-mission communication and ensure timely delivery of outputs. 12. Provide thought leadership and strategic support to the Secretary-General in interactions with ISA’s Assembly, Council, and other political organs. 13. Act as a principal advisor to the Secretary-General, ensuring coherent policy formulation and implementation across all functional areas. 14. Lead efforts to mobilize resources and maintain sustainable partnerships to support ISA’s activities and objectives. 15. Promote ISA’s values of integrity, professionalism, and respect for diversity in all aspects of the organization’s work. 16. Undertake missions and perform representational duties at the request of the Secretary-General to address emerging challenges and strategic priorities. 17. Perform additional responsibilities as assigned by the Secretary-General, addressing evolving needs and priorities of ISA. EducationAn advanced university degree (Master's degree or equivalent degree) in international relations, political science, public international law, management, or other relevant field is required. A first-level university degree within combination two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree. Work Experience• A minimum of fifteen (15) years of progressively responsible experience in political affairs, coordination of work programmes and provision of strategic policy advice to senior-level officials on a wide range of managerial and political questions in politically sensitive environments is required. • Proven managerial experience in oversight of preparation of programmes of work, workplans, budgets and management of financial resources, at a supervisory level is required. • Experience in collaborating and developing partnership with various stakeholders such as Member States, UN Organizations, International Organizations, NGOs and private sectors is required. • At least five years of experience managing complex programmes of work and teams is desirable. LanguagesEnglish and French are the working languages of the Authority. For the position advertised, fluency in English is required.
