Operational in Indonesia for more than 40 years, IOM Indonesia is one of the largest IOM missions in the world working on a wide range of activities in partnership with the Government of the Republic of Indonesia, civil society, private sector actors, migrants and communities. IOM Indonesia is engaged in several thematic areas, including: Counter-Trafficking (CT), Labour Mobility and Social Inclusion (LMSI), Disasters, Climate and Resilience (DCR), Immigration and Border Governance (IBG), Refugee Care, Migration Health, Migration Policy and Data Hub, and Resettlement and Voluntary Returns
The Health care unit aims to improve the quality of health care for refugees and asylum seekers referred to IOM by the Government of Indonesia according to applicable international humanitarian and human rights standards. Under the direct supervision of the Migration Health Physician in Pekanbaru and functional supervision of Chief Migration Health Officer (CMHO), and overall supervision of the Programme Coordinator of Mobility and Resilience Unit. The Migration Health Physician will provide health assistance/ assessment, including general mental health assistance for migrants who are referred by the Indonesian Government authorities to IOM care and support services. The incumbent shall coordinate the activities of the Migration Health Team at the IOM field office in Pekanbaru, in coordination with MHP Pekanbaru.
The consultant will undertake the following responsibilities / scope of work:
Manage and supervise the provision of primary health care for asylum seekers/refugees/irregular migrants under IOM care (IOM beneficiaries) endorsed to IOM for assistance by the Government authorities of Indonesia respecting IOM health standard and procedure. In coordination with MHP in Pekanbaru, a visit to the camp will be conducted to carry out surveillance on conditions related to public health concerns. Manage weekly health promotion activity, such as information, education and communication (IEC) activities per week for migrant group based on the most common health elements affecting the migrants and address public health measures needed to maintain a healthy environment on a regular basis. Facilitate the baseline health assessment and care of each migrant registered under the care of IOM while establishing mechanisms to adhere to confidentiality of medical information. When necessary, organize and facilitate the deployment of a local Medical Team to conduct baseline health assessment and care of migrants in coordination with MHP in Pekanbaru In coordination with MHP in Pekanbaru undertake health needs assessments of the migrant population with attention to health determinants and provide guidance to IOM operational and health staff to assure provisions to meet those needs; maintain an ongoing monitoring system to assure adequacy of such service provisions. Identify, advocate and define special health needs for individuals/groups and liaise with relevant actors to facilitate the service provisions, including guiding and monitoring of service provisions by IOM staff. Identify locally available health resources for curative care at different levels including for medical emergencies; establish a documented cost system for health care provisions for migrants in coordination with MHP in Pekanbaru. In coordination with Migration Health Physician in Pekanbaru, ensure that an efficient response for emergency medical events is in place and carry out periodic drills to check functionality of the system. Provide primary level preventive and curative care consultations for migrants in Immigration detention centre (IDC), community accommodation, interception site on a regular basis as prescheduled and informed to the migrants and other relevant actors and establish a transparent, confidentiality assured feedback system to receive beneficiary feedback on the services provided. In coordination with Migration Health Physician in Pekanbaru, ensure the completion of pre-departure medical check-up for fitness to travel for migrants who are willing to return home voluntarily and for migrants travelling under the auspices of IOM as requested and provide recommendations and support for their journey based on the IOM Medical Escort Guidelines. Monitor and ensure the proper storage, maintenance and procurement of basic medical equipment and supplies for Migration Health Clinic including Emergency Medical Kits, Medical Escorts Kits, Mobile Migration Health Assessment Kits and other medical items. Gather, manage, analyze and facilitate reporting on health data on migrants Write, review (reports of team members), consolidate and submit individual case reports, monthly progress and statistical reports and their timely submission to the Migration Health Physician in Pekanbaru. University Degree in Medicine from an accredited academic institution with five years of relevantExperience:
Registered Physician with experience in General Practice and/or Family Medicine, independent program management skills, such as supervision capacity, quality assessment and control and report writing; Proven capacity to develop and supervise quality control/assurance mechanisms in medical activities; Previous work experience dealing with the health management and care of vulnerable groups; delivery of public health services, TB program , STI and reproductive health services and/or HIV/ AIDS programming are distinct advantages; Understanding of biostatistics and basic research concepts; Knowledge in assisting emergency operations activities; Proven ability and experience in liaising with UN, Government Departments/Authorities and other international organizations; Proficient in computer applications: Ms-OfficeSkills:
