Ministry of Security of Bosnia and Herzegovina aims to enhance and expand existing ISM system with its biometric component. In this regard, an expert working group has been established with the following tasks:

  • Analyse user requirements for the ISM system with its biometric component;
  • Develop and harmonize the technical specification of necessary equipment, software, licenses and related services;
  • Coordinate the phase of enhancing and expanding the ISM system with its biometric component;
  • Submit the final technical documentation to IOM by December 31st 2025.

    To support the implementation of these tasks, a consultant with proven experience in migration government systems, biometric government systems, integration of different government systems for foreigners, border control systems, visa systems and asylum systems is required.

    Such a consultant should provide expert and advisory support to ensure that the design, documentation and implementation are in line with international biometric standards, EU data protection regulations and reliable/modern IT architecture principles.

    Tasks to be performed under this contract:

    • Perform a comprehensive analysis and assessment of individual user requirements and operational workflows according to the requirements of the working group;
    • Collect necessary written materials about available solutions on the market based on the requirements and instructions of the working group;
    • Provide the required recommendations and opinions regarding the concept of improving the ISM system and its biometric component;
    • Provide expert assistance and support during the preparation of technical specifications for the necessary equipment and software components;
    • Deliver written explanations and opinions at the request of the working group;
    • Provide advice and opinions regarding risk management assessment, mitigation and avoidance, GDPR, relevant standards and future system reliability;
    • Assist during the preparation of various progress reports.

      Performance indicators for the evaluation of results:

      • Assessments, recommendations and explanations were delivered in a timely manner;
      • Assessments, recommendations and explanations were written in a clear, comprehensible and applicable manner and accepted by the Working Group;
      • Assessments, recommendations and explanations are provided in accordance with best practices, relevant standards and GDPR compliance;
      • Help with the preparation of various reports was provided in a high quality and adequate manner, with the help of available MS tools, presentations and the like.

        Education

        • University degree in Computer Science, Information Technology, Electrical Engineering, or a related field (master’s or diploma engineer are preferred);

          Experience

          • Over 15 years of progressive experience in IT systems design, software engineering, and consulting, including extensive work for government institutions and international organizations;
          • Proven expertise in biometric identification in government migration systems including the design, implementation, optimization, and integration of biometric modules within large-scale national systems;
          • Demonstrated experience with national ID and border management systems, data protection, and security-sector IT solutions, ensuring interoperability and compliance with EU regulations and GDPR;

            Skills

            • Advanced technical knowledge of .NET, C#, SQL Server, system integration, and enterprise-level architecture, ensuring scalability, reliability, and performance of mission-critical applications;
            • In-depth understanding of technical documentation standards in public-sector processes;
            • Recognized ability to analyse complex technical environments, provide strategic advice, and maintain high client satisfaction through clear communication and results-driven delivery;
            • Excellent communication, leadership, and reporting skills, with proven ability to coordinate multi-stakeholder teams and deliver results under tight deadlines; Languages
              • Fluency in Bosnian/Croatian/Serbian and English (spoken and written). IOM’s official languages are English, French and Spanish. Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.   Travel required
                • Occasional travel within Bosnia and Herzegovina to stakeholder institutions as required by the Working Group.

                • Proof of formal education (mandatory): University degree in Computer Science, Information Technology or Electrical Engineering with a minimum of 240 ECTS credits

                  Proof unformal education qualifications/certificates/courses (desirable but not mandatory)

                • Proof of knowledge of Microsoft technologies (Microsoft Certified Professional - successfully completed course/training, etc.)
                • Proof of knowledge of business process reengineering in the government sector (successfully completed course/training, etc.)
                • Proof of knowledge of personal/classified data protection in the government sector (attending GDPR training or data secret protection training) 
                • Proof of knowledge of project preparing/writing (successfully completed course/training, etc.)
                • Proof of knowledge of Project Risk Management (attendance of courses/trainings and similar)
