Work LocationRemote Expected duration8.5 months Duties and ResponsibilitiesThe UNEP-convened Climate and Clean Air Coalition (CCAC) is a partnership of governments, intergovernmental organizations, and representatives of the private sector, the environmental community, and other members of civil society. The CCAC is the only international initiative working on integrated climate and clean air solutions to reduce the rate of near-term warming. It focuses on fast action to reduce emissions of short-lived climate pollutants (SLCPs) including methane, black carbon, HFCs and tropospheric ozone. More information about the Global Methane Pledge is here: www.globalmethanepledge.org The United Nations Environment Programme (UNEP) hosts the Secretariat at the Economy Division in Paris. At the Climate and Clean Air Ministerial 2022, CCAC Partners requested a new effort to achieve clean air across the world. At the Climate and Clean Air Ministerial 2023, the CCAC launched the “Clean Air Flagship” to mobilise the partnership and bring more attention to the global air pollution crisis, to drive the clean air agenda within the CCAC, and to achieve 5 specific goals: - Amplify and strengthen multi-level governance, cooperation and capacity on integrated climate and air quality management - Strengthen science communication to support policy action and fill critical information gaps, especially on the economic cost and benefits of climate and clean air action - Elevate the air quality agenda through advocacy - Promote transparency to encourage private sector action on integrated climate and air quality management. - Mobilize finance for the air quality agenda Since the Flagship’s approval in 2023, significant progress has been made. There is now an opportunity to increase action, particularly in delivering goal 5 on mobilizing finance and funding for the air quality agenda which will be the focus of this consultancy. The CCAC seeks a Clean Air Flagship – Finance Mobilization Consultant to support in advancing Goal 5 of the Clean Air Flagship – mobilizing financing and funding for the clean air agenda. It will cover four workstreams that will be delivered across an eight-and-a half month engagement throughout 2025, working towards the end-of-project milestone of UNEA-7 in December. Workstreams and Outputs: Workstream 1: Super pollutant/air quality funding “opportunity analysis” – review of available funding and finance streams available and relevant to the CCAC’s work (links to Objective 1). Activities include: - Develop methodology and plan, including the research methods to be employed (interviews, desk research, etc.) and establish the format, structure and level of details of the final report. - Undertake desk research and draw information necessary to map funding sources and strengths, weaknesses, opportunities and threats for each mechanism. - Interview key external contacts in consultation with and approval of the Programme Manager. - Deliver a final report including summary of findings and recommendations. Output/s: 1. A slide deck or report providing a summary of findings and recommendations. Workstream 2: Building a fundable project bank – develop a list of fundable projects that reflect technical assistance demands across member states globally providing value proposition for increased funding and financing demonstrating strong demand for high-impact projects that are ready to be implemented (links to Objective 2). Activities include: - Review of existing project calls and needs assessments to gather already identified fundable projects - Develop a template call for projects including review of existing calls and the quality of submissions, identify improvements, and develop an updated project proposals form to ensure the required information is provided (including by comparing with methane projects). - Gather an understanding of member state and subnational government needs (e.g. through interviews) and identify potential projects, capacity gaps, and priority areas for technical assistance, building on established CCAC process. - Develop a bank of project needs and develop a summary report containing a list of potential grant projects for CCAC funding, including case studies for the highest priority projects. - Share the bank of projects with the donor community to support the call for increased funding and financing, and especially with existing mechanisms and project banks. Output/s: 2. A bank of fundable air quality projects and shareable summary for the donor community. 3. A template/proposal form for Call for Proposals. Workstream 3: Linking Funding and Finance – improving the joint thinking on the design and implementation of both funding and financing for air quality (links to Objective 3). Activities include: - Map priority countries that have both grant and financed air quality projects, either existing or planned, through engagement with MDBs, review of existing CCAC project lists, and liaison with relevant CCAC staff and stakeholders. - Interview MDBs working on air quality to understand priority countries, appetite for aligning with grant providers, and practical proposal for how grants and financing can be practically aligned. - Share findings and seek feedback from the Clean Air Task team to further test hypothesis and input into final recommendations - Write a summary of findings that can be shared with grant and finance providers Output/s: 4. A summary report on the opportunities to link funding and financing Workstream 4: Stakeholder engagement and buy in – managing engagement with stakeholders for the success and buy in of the flagship financing/funding goal (links to Objective 4). Activities include: - Support the CCAC in delivering successful LCAW, drafting up to three project briefs, session plans/speech notes, setting out the aims of the finance/funding goal of the flagship, approach taken, and questions for discussion to be presented at LCAW. - Engage with the Clean Air Task Team, providing up to four bi-monthly updates on the progress of the finance/funding activities, gather expert input, propose approach, foster partnerships/connections, and build buy-in. - Prepare an announcement at UNEA-7 with a summary of everything achieved during the consultancy and recommendations for potential announcements that could be made at UNEA-7, and an accompanying roadmap. Output/s: 5. Communications collateral and materials for LCAW and UNEA-7 6. Presentations for Clean Air Task team Qualifications/special skills- Advanced university degree, master or equivalent, in environmental science, sustainable development, or management, economics, politics, international relations or a similar discipline. - A first-level university degree in combination with four additional years of qualifying experience may be accepted in lieu of the advanced university degree. - At least 5 years of professional experience working in a field relevant to climate change, air pollution, sustainable development or environment and health is required. - Demonstrated ability to provide technical assistance, including through project management and policy development, to governments and other stakeholders is required. - Demonstrated ability to perform technical research in the area of finance, climate change, and air pollution is required. - Knowledge of the global climate and air quality finance, funding and policy landscape is required. - Excellent communication skills (written and oral presentations) are required. - A good understanding of short-lived climate pollutants, climate change and air pollution issues is required. Languages- Fluency in English is required. Knowledge of other UN languages is an asset. Additional InformationNot available.
