Organizational Setting

The Office of Emergencies and Resilience, OER is responsible for ensuring FAO’s efforts to support countries and partners in preparing for and effectively responding to food and agricultural threats and crises. It is responsible for coordinating the development and maintenance of corporate tools and standards to enable Decentralized Offices to assist member countries to prepare for, and respond to emergencies. OER ensures humanitarian policy coordination and knowledge, liaison with the InterAgency Standing Committee (IASC) as well as with humanitarian resource partners, co-leadership with World Food Programme (WFP) of the global Food Security Cluster (FSC), organizational preparedness, surge capacity and response to large-scale emergencies. OER supports food and nutrition security assessment and early warning activities related to emergency and humanitarian analysis and responses. OER plays a major role in the development and leadership of the Organization’s programme to increase the resilience of livelihoods to food and agriculture threats and crises .

Reporting Lines

Under the direct supervision of the OER Management Support and Compliance Leader, the Junior Consultant will work in close collaboration with the OER Senior Learning and Development advisor  and the various experts in the Office and other Capacity   Development and Training Consultants.

Technical Focus 

Capacity development, surge capacity, training and adult learning.


Tasks and responsibilities

•    Support capacity needs assessments, and analysis at HQ and country level;
•    Participate in project and programme formulation and provides technical and/or administrative support to capacity development projects and/or initiatives, such as the training catalogue and/ or the trainers community of practice and roster;
•    Support the identification and design of capacity strengthening activities on different programmatic modalities and areas of work such as workshops, clinics, webinars, videos, ToTs, coaching/mentoring, peer-to-peer learning, etc.;
•    Contribute to the curriculum development, by producing various learning materials, compiling technical guidance materials, drafting case studies, best practices and other products as relevant;
•    Support countries and conduct field missions, as necessary, to assess progress, challenges and opportunities around capacity development and learning;
•    Maintain effective working relationships with key stakeholders throughout the project cycle, including to support implementation, facilitates monitoring and compliance issues and submission of reports, as required;
•    Maintain and updates information systems, databases and web pages;
•    Support the team with communication and information management, such as organizing team Sharepoint, training document repository, version updates etc.;
•    Perform other duties linked to training and learning purposes.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING


Minimum Requirements

•    University degree in any subject related to the work of FAO, OER and/or human resources/ development;
•    At least 2 years of professional experience in strengthening team and individual capacities and/or experience with surge capacity emergency preparedness, and experience on communication and research., 
•    Working knowledge (level C) of English.

Selection Criteria 


•    Using qualitative and quantitative data, and a focus on response programming, systems, and tools will be considered an advantage;
•    Limited knowledge (level B) of French and/or Spanish will be considered an advantage.
