    BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

    The United Nations World Food Programme (UN WFP) is the world's largest humanitarian agency fighting hunger worldwide. The mission of WFP is to help the world achieve Zero Hunger in our lifetimes. The core policies and strategies that govern WFP activities are save lives in emergency situations; improve the nutrition and quality of life of the most vulnerable people; and to help build assets and promote the self-reliance of poor people and communities, particularly through conditional food for work and training programmes.

    The challenges of working in difficult conditions to bring much needed food and support to our recipients while inherently rewarding, can place a great deal of pressure and stress on WFP employees.

    JOB PURPOSE

    The IT Business Transformation Officer (CST II) will lead the Information and Communications Technology (ICT) Unit in WFP’s Aden Area Office, overseeing the effective delivery, support, and coordination of IT, Telecommunications, and Emergency Telecommunications Custers (ETC) services including SCOPE activities in line with WFP’s corporate standards and operational requirement. As the Head of TEC for the Area Office, the incumbent will work in close collaboration with the Country Office (CO) Head of TEC to ensure strategic alignment, policy compliance, and seamless support to field operations, contributing to the overall efficiency and effectiveness of WFP’s mission in Yemen.

    KEY ACCOUNTABILITIES (not all-inclusive)

    • Provide Strategic Leadership: Lead IT/TC/ETC operations in the Aden Area Office and Field Offices (Mukallah, Mokha, Turbah), ensuring the strategic alignment and effective delivery of services that support field operations.

    • Oversee Infrastructure & Service Continuity: Manage IT/TC/ETC infrastructure and operations, ensuring high availability, security, and business continuity of essential systems and services.

    • Planning & Policy Development: Develop, implement, and monitor IT strategies, workplans, budgets, and policies in alignment with WFP’s corporate priorities and operational requirements.

    • Team Leadership & Capacity Building: Supervise and mentor local IT staff, fostering a culture of high performance through regular coaching, performance reviews, and targeted capacity-building initiatives.

    • User Support & Service Optimization: Ensure timely and effective user support, including incident management, troubleshooting, and the optimal utilization of IT platforms and tools.

    • IT Procurement: Lead IT procurement activities, including drafting technical specifications, evaluating bids, overseeing vendor performance, and managing service-level agreements (SLAs).

    • Support SCOPE TEC Activities: Provide support to SCOPE-related TEC activities, working closely with T&DS to ensure effective coordination, timely technical assistance, and smooth implementation. This includes supporting the tendering process, conducting technical evaluations, and ensuring all activities are aligned with WFP policies and operational priorities.

    • Emergency Preparedness & Response: Coordinate IT preparedness and rapid response, in coordination with CO, during emergencies, ensuring timely restoration and continuity of critical services in support of humanitarian operations.

    • Stakeholder Engagement & Coordination: Facilitate collaboration with UN agencies, INGOs, and local partners to promote inter-agency coordination, and harmonization of services.

    • Performance Monitoring & Optimization: Monitor IT operations, analyze performance metrics, and identify opportunities for continuous improvement, cost-efficiency, and innovation.

    • Innovation & Knowledge Sharing: Stay abreast of industry trends and emerging technologies; contribute to WFP’s digital transformation by promoting innovation, knowledge exchange, and learning initiatives.

    • Any other duty as required.

      DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:

      • Has assisted in the development of IT governance strategies, policies and system architecture at a HQ and field.•

      • Has acted in IT advisory capacity to Country/Sub Office leadership.

      • Has participated in the negotiation, evaluation and management of IT contracts with service providers at HQ and field office.

      • Has developed business cases that capture project life-cycle costs, benefits, and risks for the purchase of IT service or equipment.

      • Has keen ground-level experience leading the implementation of IT and telecoms systems in emergencies.


        STANDARD MINIMUM QUALIFICATIONS AND EXPERIENCE:


        Education and Experience: Advanced university degree in Computer Science or other relevant field with 5 years of related experience, or First University degree with additional 2 years of related work experience.
        Language: International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (a WFP working language) is an added advantage.

        TERMS AND CONDITIONS

        • The applicant shouldn't be a Yemeni national.
        • This position is required for a period of consecutive 6 months with a possibility of extension subject to operational needs and availability of funding in Yemen Country Office.
        • Consultancy contracts will be subject to a mandatory break in service after a period of service of 11 continuous months.
