Work LocationBeirut, Lebanon Expected duration5 months (part-time) Duties and ResponsibilitiesBackground: UN-Habitat Lebanon has been working effectively with partners and urban planning actors at the community, national and international levels for the past 17 years to develop and implement programmes and interventions that contribute to the achievement of the urban dimensions of the 2015–2030 Agenda for Sustainable Development in line with the country needs and humanitarian frameworks. On 4 August 2020, a massive explosion at the Port of Beirut (PoB) devastated the city, killing at least 200 people, wounding more than 6,000 and displacing around 300,000 individuals. The explosion caused widespread destruction to homes, businesses, and infrastructure, and disrupted economic activity. In the immediate aftermath of the blast, a Rapid Damage and Needs Assessment (RDNA) was undertaken to estimate the impact of the disaster on the population, changes in economic flows, physical assets, infrastructure, and service delivery in Beirut. Total damage was estimated between USD 3.8–4.6 billion, while losses amounted to USD 2.9–3.5 billion, with the housing and culture sectors being the most severely affected. About 50 per cent of the damaged municipal infrastructure was related to access and mobility – such as roads, bridges, and related assets – which are critical for the community living conditions and livelihoods. On 7 January 2021, a memorandum of understanding (MoU) was signed between the Directorate General of Antiquities (DGA) and Directorate General of Railways and Public Transport (DGRPT) where both parties committed to join efforts to mobilize resources to rehabilitate 10,000 sqm of the Mar Mikhael train station and upgrade it to the Train Station Park. In the context of this background, Italian Agency for Development Cooperation (AICS) has subsequently signed two agreements to implement two projects in the train station. One with UN-Habitat in August 2022 – “Ensuring safe public spaces and adequate housing in Beirut City”, and another with UNESCO in 2023- “Beirut Mar Mikhael Train Station, Industrial Heritage Park”. The two projects will be implemented in the same geographic space, with complementary and interlinked components with proposed revenue stream activities. To that end, the implementation of interventions has been carefully coordinated between the two agencies, involving similar stakeholders and official counterparts. To support this initiative, UN-Habitat Lebanon is willing to recruit a Business & Feasibility Expert to develop a comprehensive feasibility study and a business and management plan for the Mar Mikhael Train Station project implemented by both UN-Habitat and UNESCO. The outcomes of the assignment will recommend actions and procedures to be implemented by DGRPT that will ensure financial sustainability of the two projects and support the long-term operation and maintenance of the rehabilitated spaces. It will also contribute to the sustainable urban development of the area, the valorization and adaptive reuse of cultural heritage, and the activation of inclusive public spaces. Furthermore, by analyzing viable revenue-generating activities and management models, the study will foster community engagement, support creative industries, and strengthen institutional ownership, laying ground for a resilient urban environment. The IC’s Duties and Responsibilities will be as follows: The IC shall provide technical expertise and advisory services to support the development of a sustainable and viable management and operational framework for the site under the responsibility of the DGRPT. In particular, the IC will be responsible for: • Conducting analytical, strategic, and advisory work to inform decision-making related to the future management, operation, and financial sustainability of the site. • Providing evidence-based recommendations on governance, operational models, and partnerships, in line with DGRPT’s mandate, institutional framework, and regulatory environment. • Engaging in continuous coordination and consultation with DGRPT, relevant government entities, and project partners to ensure alignment with institutional objectives and stakeholder expectations. • Ensuring that all proposed approaches, models, and recommendations are realistic, feasible, and compliant with applicable norms, regulations, and legal requirements. • Contributing to project coordination by actively participating in meetings, workshops, consultations, and technical discussions as required. • Preparing and delivering presentations to communicate progress, findings, and recommendations to project stakeholders, and incorporating feedback as appropriate. • Coordinating closely with the DGRPT legal advisor and relevant technical teams to ensure coherence and regulatory compliance of all proposed components. All duties shall be carried out in close coordination with the Director General of DGRPT, relevant DGRPT staff, AICS, UN-Habitat, UNESCO, and other key stakeholders involved in the project. Supervision: The IC will work under the supervision of OiC Head of UN-Habitat Lebanon Country Programme. Qualifications/special skillsMaster’s degree in in business consultancy, project development, and feasibility studies is required. A first level degree with an additional two years of qualifying experience may be accepted in lieu of Master’s degree. MBA is desirable. • Minimum of seven (7) years of proven progressive experience in business consultancy, project development, and feasibility studies is required. • Experience within the development and/or humanitarian sector, particularly with the United Nations System is desirable. • Experience and good knowledge in drafting feasibility studies, plans and strategies is required. • Previous experiences with similar projects is desirable. • Experience working within national and local institutions is desirable.
