    BACKGROUND AND PURPOSE OF THE ASSIGNMENT

    To ensure the availability of human resources in response to urgent humanitarian crises and emergencies (MedEvac and CasEvac), WFP is hiring four positions to be based in Mogadishu (2), Doolow (1), and Galkayo (1). The incumbents will report to the direct supervisor and, overall, to the Deputy Chief Air Transport Officer.

    KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

    • Liaise in close relationship with UNDSS and airport authorities, coordinate security, medical and security evacuations for the UN and INGO community through UNHAS.
    • Ensure security and safety of the aircraft is maintained whenever the aircraft night stops in the airfield.
    • Continuously coordinate with direct supervisor on all UNHAS operations with contractors including air operators and ground handling companies to ensure effective, efficient, and reliable delivery of service to UNHAS operations
    • Ensure continuous communication with direct supervisor on any challenges faced while executing any given task.
    • Liaise with MoCAA and Airport Authorities to ensure overflight and Landing permits are received on time to ensure uninterrupted UNHAS flight operations.
    • Coordinate all UNHAS planned flights into his/her location -including other connecting flight.
    • Closely monitor and supervise all ground handling contractors including fueling to ensure safety is continuously maintained.
    • Ensure the distribution of UNHAS scheduled flight a day prior to the scheduled plan, advice the check-in counter opening and closures any time flights are planned. Advise clients/ users of UNHAS check-in procedures.
    • Coordinate and monitor UNHAS flight through November one radio room or any other provided means of communications for accurate ETA, ATD and any other pertinent flight information. Also communicate or alert (before landing) any security incident at or within the aerodrome and its vicinity that may affect the safety of flights.
    • Engage in the UNHAS check-in processes, ensure only authorized passengers with acceptable documentation and cargo are accepted during check-in, ensure passengers are directed to designated departure lounge after completing any immigration requirements, and coordinate the movement of arriving passengers to designated arrival and waiting hall.
    • Be accountable for all dispatch -departing, arriving, and connecting baggage, pouch & cargo, and ensure safe delivery to clients designated location.
    • Engage in the dispatch processes, ensure safety is not compromised in any circumstance – ensure dangerous goods are clearly labelled for dispatch, ensure passengers have identified checked-in baggage before boarding.
    • Ensure offloaded cargo are kept safely for the next scheduled flight, communicate and coordinate with receiving stations on the next delivery dates and ensure clients are adequately advised.
    • Ensure and coordinate with services providers for their invoices at the end of each month, review for accurate billing and further deliver them to UNHAS Finance in Nairobi for payments.
    • Coordinate with fuel services providers to ensure availability of fuel to serve UNHAS operations for both regular and ad-hoc planned flights.
    • Ensure to maintain continual communication with passenger when flights are delayed or cancelled. Ensure crew members are accommodated; security is provided for the aircraft and stranded passengers are supported to reach out to any UN accepted accommodations.
    • Any other task as may be assigned by supervisor.

      QUALIFICATIONS AND LANGUAGE:

      Education: Completion of secondary school education OR University degree (Diploma/Bachelor) in flight dispatch, aeronautical engineering, air traffic control, aviation management, or other related fields.

      Experience: At least four (4) years of experience with a secondary school certificate OR University degree (Diploma/Bachelor’s) with a minimum of two (2) or more years of experience in aviation-related fields.

      Language: Fluency (level C) in English and Somali Languages.
