Associate Specialist, Monitoring, Evaluation and Country Analysis (MECA) - GL C - Temporary until December 2025

The Associate Specialist plays a key role in supporting the Programmatic Monitoring Department of the Global Fund by contributing to the strengthening of measurement and monitoring & evaluation (M&E) systems.

This role focuses on developing and updating measurement frameworks in close collaboration with the Grant Management Division, Strategic Investments and Impact Division, and other key departments, thereby enhancing quality of analytical outputs and data use.

Working across multiple teams, the Associate Specialist ensures compliance with M&E standards and supports Global Fund Country Teams (CTs) in implementing quality-driven M&E processes.

Through effective collaboration and communication with a diverse group of stakeholders, they help integrate various perspectives and ensure that the tools, procedures, and systems developed are coherent, streamlined, and user-friendly.
This role requires a strong ability to foster relationships with various stakeholders, apply feedback, and promote learning and data-driven decision-making.

Key Responsibilities

Under the guidance of the Head, PMD and Senior Manager, MECA team, the Associate Specialist assists the MECA team in development and dissemination of M&E guidance and tools for measurement and performance assessment and programmatic monitoring of Global Fund grants.

Revision of the Modular Framework and supporting M&E guidance

  • Liaise with various Global Fund departments/teams- e.g., Technical Advice and Partnerships (TAP), Community Rights and Gender (CRG), Supply Operations, Public Health and M&E specialists (PHME), etc. to collect their feedback and suggestions for revision.
  • Consolidate feedback and ensure consistency and coherence across the three diseases and RSSH.
  • Identify implications of changes in Modular Framework on other tools/ templates and communicate to IT and other relevant teams in a timely manner.
  • Follow up on progress and provide regular status updates to external partners and other stakeholders involved.
  • Support translations, document changes and map the new categories with existing ones to ensure comparability over time.
  • Prepare presentations and disseminate the final version of Modular Framework among all stakeholders.
  • Manage the process of updates to the indicator guidance sheets ensuring timely completion and translations. Review drafts for consistency and completeness and follow up with relevant teams.

    Revision & enhancement of the performance framework (PF) template

    • Collect feedback and suggestions for improvement from the PHME specialists and the TAP technical advisors.
    • Document and ensure alignment of proposed changes with other tools/templates, including PR reporting platform and liaise with OE/IT for PF tool/system development/ enhancement.
    • Revise the guidance note on developing and reviewing the performance frameworks to reflect changes in current practices/systems/tools.
    • Ensure the reference data in the template is accurate and in accordance with the revised modular framework categories.

      System/tool development to monitor Global Fund grants and programs

      • Define and consolidate the PMD business requirements for integrated solutions for grant monitoring across grant lifecycle.
      • Facilitate alignment across stakeholder groups, including PMD, OE, SO, Finance and others to drive required cross functional change.
      • Engage with OE/IT teams for development of new tools and platforms for reporting programmatic data in accordance with the requirements, namely Performance Frameworks and related tools and systems such as Partner Portal, GOS.
      • Liaise with IT and OE teams on solving the issues related to PF and GOS interoperability, data quality and continuous improvement during grant cycle, including innovative on-line solutions, data validation rules and ongoing systems enhancements, UAT and roll-out.
      • Ensure internal data quality by organizing continuous and periodic data consistency checks and corrections through defined grant revision processes.
      • Trouble shooting and guidance to CTs/PHMEs on on-line PR reporting platform including reporting through the Aggregate Health Data Exchange.
      • Continuously monitor business process and gather feedback from PHME specialists, identify data quality and other issues related to PF, PR reporting and GOS.
      • Regularly update reference data in GOS and MDS.
