    Organizational Setting and Reporting Relationship

    The position of Associate Security Officer is assigned to the Organizational Resilience and Security Division (CSRS) within the Corporate Services Department (CSD). You will be based at our Headquarters in Manila, Philippines, with frequent travel to the Business Continuity Facility Security Operations Center (SOC) at the Philippine Clark Office, Clark Global City.

    You will report to the designated International Staff and oversee a large shift-based team of consultants, vendors, and contractors across two SOC locations.

    Your Role

    As an Associate Security Officer, you will manage the daily operations of ADB's Security Operations Centers (SOCs) at Headquarters and Clark Office, ensuring 24/7 monitoring and response capabilities. You will integrate crisis management, business continuity, and organizational resilience into SOC functions, overseeing the execution of emergency response and crisis communication, contributing to the planning and coordination of ADB's Organizational Resilience (OR) and Business Continuity (BC) programs.

    You will:

  • Lead SOC operations in both HQ and Clark Office to ensure seamless 24/7 monitoring, incident response, and operational continuity across ADB's global footprint by overseeing shift schedules, monitoring staff availability, and providing regular performance updates, and participating in the Duty Officer roster.
  • Provide guidance for the assessment, analysis, and response to global, regional, and local security, safety, and emergency incidents, while monitoring, issuing early warnings, situation reports, and coordinating with field security, HQ security, and emergency services.
  • Enhance SOC operations by updating Standard Operating Procedures (SOPs), ensuring high-quality SOC products such as reports and emergency communication messages, and assisting in vendor management tasks, including budget reviews, procurement activities, and program implementation.
  • Serve as a liaison between the SOC, emergency services, and organizational resilience teams to ensure cohesive and proactive management of security risks and incidents and coordinate the review, testing, and implementation of business continuity and crisis management exercises.
Implement crisis management protocols into SOC operations, manage SOC personnel during crisis response, provide regular updates to CSRS-Security and Emergency Services, Crisis Management Team (CMT), Crisis Response Team (CRT), and Crisis Management Working Groups. Maintain detailed records of crisis events, response efforts, and lessons learned, incorporating best practices into SOC operations. Facilitate crisis communication by ensuring the accurate sharing of critical security and emergency information to ADB personnel, enhancing organizational awareness and preparedness, and coordinating efforts during emergencies to ensure relevant stakeholders are informed and engaged. Support the integration and maintenance of the Business Continuity Management System (BCMS) within SOC operations by contributing to the development and monitoring of Business Impact Analysis (BIA), and Risk Assessments (RA), and Business Continuity Plans (BCP). Perform other duties as may be assigned and reflected in the incumbent's workplan.

Qualifications

You will need

Bachelor's degree in international relations, political science, social science, business administration, engineering, accounting, management, or other relevant field, with advanced training in political risk, crisis communication, disaster recovery, or security. At least 6 years of relevant work experience with exposure to Security Operations Centers or similar operations centers, Business Continuity, Organizational Resilience, and Crisis Management activities preferred. Demonstrated leadership and managerial skills, with experience in supervising teams, coordinating activities, and ensuring operational effectiveness. Familiarity with information technology, data management, emergency communication, and procurement systems, with experience project management, crisis management tools and rapid notification systems. Able to collaborate with colleagues and seek guidance when needed. Work both as part of a team and independently. Excellent written and verbal communication skills in English, coupled with planning, critical thinking, and analytical abilities.
