Setting and ReportingThe International Trade Centre (ITC) assists developing and transition economy countries to take advantage of expanding trade opportunities in an increasingly complex global environment. ITC supports Trade Impact for Good, promoting sustainable and inclusive development goals through trade. The Division of Sustainable and Inclusive Trade (DSIT) houses the Women, Youth, and Vulnerable Communities (WYVC) Section. WYVC is composed of four programmes, the SheTrades Programme, the Youth and Trade Programme, the Ethical Fashion Initiative, and the Refugee and Trade Programme. The Refugees and Trade programme takes a market-based approach and creates jobs and generates income for populations affected by displacement and migration, including refugees, Internally Displaced Persons (IDPs), and returnees. The programme takes a systems approach and unlocks productive potential of displaced groups, small businesses, and host communities, strengthens capacity of business support institutions, and informs policy reforms. ResponsibilitiesUnder the overall guidance of the Chief, Women, Youth, and Vulnerable Communities (WYVC), and the direct supervision of the Head, Refugee and Trade, the Associate Programme Officer will be responsible for the following duties: • Works with key clients to facilitate the development, implementation and evaluation of assigned programmes/projects; monitors and analyzes specific aspects of programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and recommends corrective actions; liaises with relevant parties; identifies and tracks follow-up actions. • Carries out basic research on selected aspects of programmes, operations and other activities, etc., to include analyzing and presenting data and other information required for the preparation of capacity development and market linkages projects in the area of displacement and migration. • Provides substantive support for policy coordination and evaluation functions, including the review and analysis of emerging issues and trends, participation in evaluations or research activities and studies. • Participates in survey initiatives; assists with design of data collection tools; issues data collection tools, reviews, analyzes and interprets responses, identifies problems/issues and prepares preliminary conclusions. • Contributes to the preparation of various written outputs, e.g. draft background papers, analytical notes, sections of reports and studies, inputs to publications, etc. • Undertakes outreach activities; participates in the development of training workshops; participates in and makes presentations on assigned topics/activities. • Participates in field missions, including provision of substantive and administrative support, data collection, etc. • Coordinates activities related to the Programme Roadmap (programme/project preparation and submissions, progress reports, budgets, etc.) and preparation of related documents. • Performs other duties as required. EducationAdvanced university degree (Master’s degree or equivalent) in business administration, management, economics, environment studies, sustainable development or a related field. Work ExperienceA minimum of two years of progressively responsible experience in project/programme management, administration or related area is required. Experience with projects supporting market-based livelihoods of displaced persons is desirable. Experience working with South Asian countries is desirable Experience working with Sub-Saharan African countries is desirable. Experience within the UN common system is desirable. Experience in Market Systems Development is desirable. LanguagesFor the position advertised, fluency in English is required; and knowledge of French is desirable.
