Setting and ReportingThis position is located in the Country Office in Pakistan (COPAK) with duty station in Islamabad, Regional Office for Afghanistan, Central Asia, Iran and Pakistan (ROCA), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC) and is operating under the Human Trafficking and Migrant Smuggling Section (HTMSS) of the Organized Crime Branch, Division for Treaty Affairs (DTA) of the United Nations Office on Drugs and Crime. The Associate Programme Officer (Human Trafficking and Migrant Smuggling) will work under the direct guidance and supervision of the Programme Coordinator/Officer-in-Charge (sub-Programme I) as First Reporting Officer (FRO) and the technical and overall guidance of the Project Coordinator, Human Trafficking and Migrant Smuggling Section (HTMSS), Organized Crime and Illicit Trafficking Branch, Division for Treaty Affairs (DTA) located in Vienna, as Second Reporting Officer (SRO), and the Representative, COPAK as Additional Reporting Officer (ARO). ResponsibilitiesWithin assigned authority, the incumbent will be primarily responsible for providing support in managing and implementing anti-human trafficking and migrant smuggling technical cooperation activities in Pakistan under the EU funded projects “PROTECT” and “Global Action against the financial and digital-based dimensions of the smuggling of migrants”., both under the Global Programme “UNODC Action Against Trafficking in Persons and the Smuggling of Migrants” as well as areas of UNODC, Country Office Pakistan under the SP I of the Country Programme III/IV framework. The Associate Programme Officer will be responsible for the following specific duties: • Contribute to the development, implementation and evaluation of assigned project activities under the EU funded projects, including providing technical assistance and practical day-to-day support to relevant bodies, entities and authorities. • Participate in monitoring and analyzing project development and implementation; review relevant documents and reports; identify problems and issues to be addressed and initiate corrective actions; liaise with relevant parties; ensure follow-up actions. • Support the implementation of the projects’ workplan and activities agreed upon with the government of Pakistan in the implementation of the projects under the guidance and day-to-day direction of the Programme Coordinator/Officer-in-Charge (sub-Programme I) and the Team Leader, Technical Cooperation and Field Support Team. • Provide quality technical and advisory services to focus on the implementation and adoption of international legal framework, policies and protocols on Human Trafficking and Migrant Smuggling and other relevant standards in the country in line with the United Nations Convention against Transnational Organized Crime (UNTOC), and relevant Sustainable Development Goals; participate in the conceptualization of policy innovations to improve programme delivery. • Ensure regular communication with counterparts in Pakistan involved in the implementation of the projects, national project staff and HQ and ensure the timely provision of inputs to HQ for reporting obligations to donors. • Carry out general and administrative arrangements for the assigned project activities /projects against trafficking in persons and smuggling of migrants, including preparation of funding requests and briefs, project progress and implementation/activity reports and liaise with donor authorities, United Nations agencies and other international and regional organizations. • Provide support to promoting and strengthening a human right-based approach in all human trafficking and migrant smuggling interventions, as well as a gender perspective into delivery of services in these areas. • Coordinate activities related to budget funding for the projects (project preparation and submissions, progress reports, financial statements, etc.) and prepare related documents/reports (pledging, work programme, programme budget, etc.). • Coordinate and liaise with inter-governmental and non-governmental organizations and institutions which are active in the provision of training and education on related issues, as well as with associated UNODC and broader UN programmes. • Contribute to initiating and coordinating outreach activities; coordinate and conduct trainings, workshops, seminars, etc. in the context of the above-mentioned projects; deliver presentations on assigned topics/activities and act as a resource person and/or moderator in workshops, seminars, training courses and meetings. • Participate in designing curricula and courses on trafficking in persons and the smuggling of migrants and related serious criminal activities. • Guide trainers, experts, consultants, and other resource persons in their preparations for, and participation in project activities. • Guide and supervise the work of local personnel supporting implementation of the projects. • Provide substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. • Support the visibility of UNODC’s anti-trafficking in persons and anti-migrant smuggling work in the region in accordance with the communications plan and the local communication strategy, including through the timely submission of inputs to communication actions and products; ensure visibility to the project donor(s) in all public activities. • Contribute to the collection and analysis of data and identification of trends or patterns and provide draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting. • Identify opportunities to showcase the project’s results, such as by organizing technical exchanges, etc. Develop appropriate linkages with other actors involved in supporting human trafficking & migrant smuggling work across Pakistan. • Provide policy advice to UNODC Senior Management in Pakistan, government counterparts, donors and other partners on issues related to human trafficking and migrants smuggling. • Contribute to ensuring overall accountability of the use of projects funds as well as the strict and consistent application of UNODC rules and regulations in all project operations. Support the integrity of financial systems and maintain the administrative, financial and budgetary aspects of the project under the guidance of the Programme Coordinator/ Officer-in-Charge (OiC) • Support the Coordinator/OiC in preparing proposals and budgets for new interventions in relation to human trafficking and migrant smuggling. Provide support in preparing and organizing a variety of written outputs as necessary, such as background papers, concept notes, working and position papers, presentations, briefing notes as well as regular documents such as correspondence with governments and mission reports. • Contribute to consolidating the capacity of Federal Investigation Agency (FIA) in Pakistan and develop a plan to increase the capacity of law enforcement authorities to train law enforcement personnel. • Under the overall guidance of the Programme Coordinator/OiC, engage with relevant government and non-governmental counterparts and stakeholders for the collection of inputs for the preparation of substantive and technical documents -i.e., project proposals, concept notes, training material, legislative proposals etc. • Assist the Programme Coordinator/Officer-in-Charge in providing technical guidance to align national policies and legislations with international standards. • Perform other work-related duties, as required. Work Experience• A minimum of two years of progressively responsible work experience at the national level in the areas of law enforcement, human trafficking and Migrant smuggling, organized crime, criminal justice, prosecution, penal reform, anti-money laundering, anti-corruption, or related area is required. • Proven work experience in the design and delivery of technical assistance projects and on the development of technical assistance tools related to transnational organized crime is required. • Demonstrated experience in dealing with combating trafficking in persons and the smuggling of migrants, or other roles concerning the response to trafficking in persons and the smuggling of migrants is desirable. • Work experience within the United Nations system or similar international organizations, in particular in areas of programme policies, guidelines and procedures is desirable. • Work experience implementing projects in developing countries is desirable • Experience in data analytics or related area is desirable.
