Work LocationKampala, Uganda Expected durationuntil 31 Dec 2026, with possibility of extension Duties and ResponsibilitiesBACKGROUND: The International Trade Centre (ITC) is the joint technical cooperation agency of the World Trade Organization and the United Nations. ITC has recently started the implementation of a project ‘Trade and Investment Development project for Uganda as part of the Sustainable Business for Uganda Programme\" over 2024-2028, funded by the European Union. The project is focusing on boosting Uganda’s economic performance through developing green, inclusive and technological dimensions of trade and investment. This framework will respond to current and emerging needs as well as opportunities to improve the performance of export sectors with a focus on greening value chains, generating sustainable investment, and stimulating job creation. The overall objective of this action is to contribute to sustainable and inclusive economic growth and decent and green job creation in Uganda. The specific objective of this action is to facilitate and promote inclusive sustainable and green trade and investment between Uganda and the European Union. The outputs to be delivered by this action contributing to the corresponding specific objective are: Output 1 – Strengthened policy framework and public and private stakeholders’ capacities for enhanced trade competitiveness in selected sectors and value chains Output 2 – Improved investment framework and opportunities Output 3 – Enhanced trade facilitation framework and tools Output 4 – Strengthened quality compliance and standards in selected value chains Output 5 – Strengthened e-commerce ecosystem, BSOs and MSMEs Output 6 – Enhanced trade and investment promotion between Uganda and the European Union RESPONSIBILITIES: Under the direct supervision of the Programme Officer (ITC HQ), in close collaboration with the Project Manager in Uganda, the Associate Programme Adviser will be responsible for the following duties: • Works with key clients to facilitate the development, implementation and evaluation of assigned project’s 6 outputs.; monitors and analyzes specific aspects of project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and recommends corrective actions; liaises with relevant parties; identifies and tracks follow-up actions. • Carries out basic research on selected aspects of programmes, operations and other activities, etc., to include collecting, analyzing and presenting statistical data and other information gathered from diverse sources. • Provides substantive support for policy coordination and evaluation functions, including the review and analysis of emerging issues and trends, participation in evaluations or research activities and studies. • Assists in performing consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change. • Participates in survey initiatives; assists with design of data collection tools; issues data collection tools, reviews, analyzes and interprets responses, identifies problems/issues and prepares preliminary conclusions. • Contributes to the preparation of various written outputs, e.g. draft background papers, analytical notes, sections of reports and studies, inputs to publications, etc. • Provides administrative and substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying and proposed participants, preparation of background documents and presentations, handling logistics, etc. • Undertakes outreach activities; participates in the development of training workshops, seminars, etc.; participates in and makes presentations on assigned topics/activities. • Participates in field missions, including provision of substantive and administrative support, data collection, etc. • Coordinates activities related to budget funding (project preparation and submissions, progress reports, financial statements, etc.) and preparation of related documents/reports (pledging, work programme, programme budget, etc.). • Contributes to the collection and analysis of data as well as identification of trends or patterns and provides draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting. • Support development and growth of Refugees and Trade work in Kenya (support missions, establish new partnerships, proposal development, attend strategic meetings etc). • Performs other duties as required. Qualifications/special skillsEDUCATION: Advanced university degree (Master’s degree or equivalent) in economics, business administration, environmental studies, management, law, or related field Note: A first-level university degree in the areas mentioned in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree. EXPERIENCE: A minimum of two years of relevant experience in project/programme management, administration or related area. Experience in working on trade and investment issues, in the Uganda and East African context Familiarity with Ugandan stakeholders working on trade and investment issues. Experience of working in international/donor organizations or national development agencies will be an asset. COMPETENCIES: Professionalism: Understanding of the ITC's market-based approach and strategy concerning displacement; Knowledge and understanding of theories, concepts and approaches relevant to particular sector, functional area or other specialized field. Ability to identify issues, analyze and participate in the resolution of issues/problems. Ability to assist with data collection using various methods.
