Terms of ReferenceAs an integral part of the Field and Site Management Unit, Assistant Site and Settlement CCCM Officer is tasked with facilitating the successful coordination of Disaster Risk Reduction (DRR) interventions, with a particular emphasis on Watershed Management (including SuLMER and the blue-green network) and Nature-Based Solutions (NBS). Working in tandem with Multi-Functional Teams spanning Energy and Environment, WASH, Shelter and Settlement Planning, Site Development, and Project Partners across the 16 camps within UNHCR AoR, the AFO will ensure effective communication and collaboration with relevant Government departments, operational partners, and the refugee community.

Employing community-based approaches in conjunction with relevant units and colleagues, the incumbent embeds sustainability into interventions. They also advocate for smooth execution of initiatives through liaison with concerned authorities and facilitate advocacy efforts with all stakeholders.
Under the direct functional supervision of the Senior Field Officer, the incumbent collaborates closely with catchment team leaders, camp, and thematic focal points within the Field and Site Management Unit.

Job Responsibilities
1. Project designing; assessment and planning.
• To contribute to budgeting, planning, programmatic processes, and financial management of the DRR (including SulMER, NBS) interventions
• Initiate and/ or contribute to development of innovative project proposals, as maybe requested, to improve Watershed projects aimed at reducing disaster risks in the camps in line with Camp Site Plans.
• To review projects proposals presented by project partner while also providing technical recommendations to UNHCR management, on the continued re-designing of the projects.
• To coordinate, in close coloration with Energy and Environment teams, identification and assessment of similar sustainable land use and management projects for future implementation across the 16 camps of UNHCR AoR.

2. Project Implementation and Coordination
• Lead and coordinate implementation of all phases, of watershed management interventions (including SuLMER, NBS) in close collaboration with all key stakeholders; UN agencies, Government representatives and INGOs/NNGOs.
• To facilitate inclusion of participatory processes in the continued community engagement, (entrenching community-based approaches), with refugee beneficiaries and host communities.
• Provide technical support to partners implementing watershed management interventions (SuLMER, plantations, gardening and slope stabilization).
• Support stakeholders in ensuring smooth implementation of the project and compliance to agreed results, reporting and evaluation targets.
• Maintain and promote UNHCR’s visibility in all relevant sectors i.e., Energy and Environment, WASH and the Blue -Green Network, through regular participation in meetings and other sessions called by the sectors.

3. Reporting
• Consolidate progress reports received from all partners implementing watershed, (including SuLMER), nature-based solution interventions, in accordance with reporting format and procedures as specified and ensure preparation of all documents.
• To facilitate and coordinate relevant technical studies aimed at improving project quality leading to impactful results.
• Prepare advocacy communications, write ups / materials on the project, ensuring wide sharing as appropriate.
• Prepare and safely maintain project documentation.

4. Capacity Building and Lesson Learning
• In close collaboration with other actors, identify training needs for project teams, coordinate and facilitate relevant capacity building sessions, workshops, and seminars.
• Coordinate and record cross learning, amongst all actors, from interventions, to inform re-designing of the interventions as maybe appropriate.
• Promote Age Gender and Diversity mainstreaming in all the interventions.
• Advance climate action and embed climate change mitigation and adaptation measures into the development of the interventions.

5. Monitoring and Evaluation
• Undertake regular site/field monitoring visits to determine immediate impact, identify challenges and emerging gaps.
• Contribute to the development of a comprehensive Monitoring and Evaluation system for the interventions in accordance with the action plan and results framework.
• Organize monthly coordination meetings with all stakeholders, as well as dissemination meetings updating implementing partners, stakeholders and all the concerned authorities.

Assistant Site and Settlement CCCM Officer

Organizational Setting and Work Relationships
The main focus of the Assistant Site & Settlement CCCM Officer is to support a multi-sectoral response to assist and protect displaced populations in communal settings (collective centres, camps, sites, transit/reception centres, spontaneous and informal sites, etc.), where such are created or envisaged. However, as camps and communal settlements are temporary solutions established only as a last resort whilst all efforts are made to find more durable solutions, the Assistant Site & Settlement CCCM Officer does not advocate for the creation of camps, but supports the improvement of the management of any relevant communal setting. Additionally, displaced populations often settle outside of communal settings with host families or in rented premises in rural or urban areas and some aspects of the management and coordination of their access to protection and assistance might fall under the purview of the incumbent.
Depending on the context and indirect or direct CCCM implementation nature of the role the Assistant Site & Settlement CCCM Officer assumes different roles, contacts and liaisons; including:
- Supporting liaison with UNHCR and external technical sectors, field and protection units, , Camp/Site Management Sector and Partners, and Government representatives, etc. to ensure that services are provided in and across camps/sites, gaps are filled, as well as to ensure participation through camp/site governance structures.
- Supporting UNHCR in the management, coordination of assistance and services, participation and self-governance of the displaced population at the site level through liaising with site level technical sectors, field and protection units, site/camp management partner agency, Government site level representation, and community representation groups.

Duties
Site/Camp Level direct implementation
- Support the establishment and maintenance of effective coordination mechanisms and tools, including information management and site/camp monitoring with stakeholders, including government counterparts, ensuring timely and effective provision of services.
- Support Site Management colleagues and local authorities in organising and reporting on regular site level coordination meetings.
- Support and monitor UNHCR's working relationships with all site level internal and external stakeholders, including the displaced population and host communities, in order to facilitate effective collaboration and communication.
- Conduct continuing site level monitoring of services to aid senior colleagues in ensuring that gaps are filled through site level coordination of response and service delivery.
- Monitor and support implementation and updating of site level Emergency Response Plans as needed.

o Technical CCCM support
- Support the organisation and logistics of the capacity building of relevant authorities and partner agencies in site management.
- Monitor the implementation of CCCM mechanisms established by Government, Camp/Site Management Implementing Partners or UNHCR Camp/Site Managers, while making particular emphasis on meaningful inclusion of the site community groups (women, youth, elderly and persons with specific needs) in decision-making processes; including through governance structures and sectorial focal points identification.
- Establish and/or maintain cohesion and uniformity in the setting up of communication channels, feedback mechanisms.
- Monitor and analyse the implementation and delivery of initiatives and specific strategies to improve inter and intra-camp coordination, as well as reduce identified risks.
- Assess inter-camp level needs and identify problems/gaps and report to the supervisor to support timely practical actions to respond to particular problems.
- Assist in adapting relevant policies, guidelines and technical standards to the context of the crisis;
- Analyse whether stakeholders are aware of relevant policy guidelines and technical standards and that their responses are in line with them and those of the relevant government, human rights and legal obligations.

- Provide input and analysis to draft CCCM strategies.
