Org. Setting and ReportingThis position is located in the Office of the High Commissioner for Human Rights (OHCHR), Syria Country Office, Damascus. The incumbent reports to the representative of the Syria CO or designee. ResponsibilitiesWithin delegated authority, the Assistant Programme Management Officer will be responsible for the following duties: • Monitors and analyses administrative and operational aspects related to programme and project implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and recommends corrective actions; liaises with administrative, financial and human resources counterparts; identifies and tracks follow-up actions related to programme support and service delivery. • Assists in developing and monitoring the unit’s work program and budget; analyses inputs and formulates resource allocations by work program, or business processes, in line with approved staffing, operational and administrative requirements including from extra-budgetary sources. • Monitors budget/work program with respect to Headquarters’ budget, trust funds and grants, using Umoja, on a regular basis, and reallocates resources as necessary; follows up on pending payments, claims and entitlements to ensure timely resolution. • Undertakes actions related to the administration of the unit’s human resource activities, e.g., recruitment, placement, promotion, performance appraisal, job classification reviews, separation of staff members, training etc., ensuring consistency in the application of UN rules and procedures; provides administrative support and information on conditions of service, duties, responsibilities and staff entitlements. • Supports senior officers in other related administrative duties, as required, including on human resources, finance and budget, procurement, ICT, travel and property and facilities management; assists in coordinating operational travel, vendor and individual contractor payments, office space planning and supervision of support staff. EducationAdvanced university degree (Master's degree or equivalent) in business, management, economics, public administration, finance, accounting, law or related field. A first-level university degree (Bachelor's degree or equivalent) in combination with two additional years of work experience may be accepted in lieu of the advanced university degree. Work ExperienceApplicants to positions at this level who have an advanced university degree in a relevant field of study are not required to have professional work experience. For applicants who have a first level university degree, two additional years of qualifying work experience is required. At least two years of experience within the United Nations common system or similar international organizations is desirable. Experience working with a Talent Management System, such as Inspira, is desirable. Experience working with an Enterprise Resource Planning (ERP) System, such as Umoja, is desirable.
