Org. Setting and ReportingThis position is located in the Office of the High Commissioner for Human Rights (OHCHR) Mission in Dhaka, Bangladesh. The incumbent reports to the designated Human Rights Officer under the general supervision of the Chief of Mission. ResponsibilitiesWithin delegated authority, the Associate Human Rights Officer will be responsible for the following duties: • Monitor key human rights processes, including the capacity of CSOs and other actors to engage meaningfully, effectively, and safely in transitional justice efforts and provides extensive legal research and analysis on issues related to human rights issues. • Assists in the design, delivery and evaluation of human rights training programmes for national officials, including law enforcement officials, representatives of the national human rights institutions, civil society and human rights defenders to strengthen national capacity. • Researches and collects information pertaining to human rights matters, including their gender dimensions from a variety of data sources (e.g., communications, publications, the press) to keep abreast of issues/events and provides up-to-date information. • Assists with human rights training programmes for representatives of the civil society and human rights nongovernmental organizations (NGOs) and the National Human Rights Commission of Bangladesh in order to promote national capacity building including on transitional justice. • Assists in the reviews of human rights issues, including their gender dimensions, and participates in discussions with other Human Rights Officers (HROs) on the integration of these issues into political, economic and development-related programmes in Bangladesh. • Participates with other HROs in discussions with relevant authorities and other influential actors with the aim of stopping or preventing human rights violations or seeks other remedial action by the authorities to prevent similar violations occurring in the future. Drafts a variety of reports and correspondence relating to human rights matters. • Participates in monitoring and observing trials and prepare summaries of results. • Maintains awareness of current human rights issues, to include relevant political and legal developments in Bangladesh. • Assists his/her supervisor in liaising with government, NHRI, NGOs, civil society organizations, UN agencies and other partners to establish baseline data on the human rights situation, with special attention on prevention and response to torture, ill-treatment and enforced disappearances. • Prepares drafts of speeches, presentations, briefing material and correspondence. • Performs other related duties as required. EducationAdvanced university degree (Master's degree or equivalent) in law, political science, international relations, social sciences or related field is required. A first-level university degree (Bachelor's degree or equivalent) in combination with two years of qualifying work experience may be accepted in lieu of the advanced university degree. No experience is needed for candidates who hold an advanced degree (Master's or higher). Experience in transitional justice is desirable. Experience in the design and delivery of human rights training to civil society is desirable. Experience in drafting reports, analysis and monitoring human rights is desirable. Experience in processing human rights data, preparing infographics, developing training materials through available technology is desirable.
