Office/Unit/Project Description
Against the backdrop of Sri Lanka’s socio-economic and socio-political crises, the IMF Extended Fund Facility (EFF) arrangement, UNDP Sri Lanka has developed interventions to advance Economic Governance, to cultivate a long-term economic reform that addresses issues of oversight, accountability, transparency, and corruption.
UNDP’s work on anti-corruption has been instrumental in advancing the transparency, accountability, and integrity agendas. The current portfolio of anti-corruption projects is growing and contributes to the implementation of the 2030 Agenda for Sustainable Development by integrating anti-corruption solutions in service delivery sectors, strengthening the capacity of institutions to prevent and address corruption, leveraging technology and innovation for integrity and anti-corruption, and leading anti-corruption knowledge and advocacy.
The current anti-corruption projects in UNDP Sri Lanka include the 'Promoting Economic Governance Through Anti-Corruption Policy Support' project, funded by The Government of Japan as well as new partnership between ADB and UNDP in support of CIABOC. UNDP Sri Lanka is also collaborating with the Anti-Corruption & Civil Rights Commission (ACRC) of Korea, UNDP Seoul Policy Centre, and the Commission to Investigate Allegations of Bribery or Corruption (CIABOC) and a new regional project funded by INL has just been initiated.
UNDP Sri Lanka is looking to continually strengthen its anti-corruption programme, which falls within the larger Flagship Portfolio on SDG16- Peace, Justice and Strong Institutions, bringing together economic governance and social cohesion work under one umbrella. The Portfolio is implemented by UNDP as part of its Country Programme and the United Nations Sustainable Development Framework and enables the provision of cohesive and integrated support to the Government of Sri Lanka.
Against this backdrop, UNDP seeks to recruit an Anti-Corruption Specialist who will be leading UNDPs work in this area, including support to national actors, provision of technical advice, overall project implementation and advancement of new areas.
Scope of Work:
Under the direct supervision of the Programme Analyst (Inclusive Governance), the Anti-Corruption Specialist will be responsible for leading, advancing and overseeing the above-mentioned work.
Key duties and accountabilities
Provide top quality technical expertise for the effective implementation of activities:
Provides high quality technical advisory support in the area of anti-corruption, drawing on international good practice; Advises UNDP Resident Representatives on policy matters and prepares suitable inputs to documents, presentations and relevant publications; Brings in experience and advance the use of technology, digital approaches and innovation in providing suitable solutions to Sri Lanka; Proposes strategic approaches and priorities for reform implementation, including definition of baselines, performance indicators and monitoring and evaluation.Lead the overall programme on anti-corruption, integrity and transparency:
Lead the overall management of the anti-corruption projects, including managing programme staff, hiring, and overseeing external consultants, maintain working relations with key partners; Ensure effective and timely implementation of activities with high quality technical support, in line with results frameworks and work plans; Lead the development of annual workplans and/or revise workplans and budgets, in line with the overall project results framework; As budget-holder, planning and leading the budget implementation.Provide technical advisory support:
Advise and support to strengthen partnerships between government entities and civil society organizations; Ensures project stakeholders are continuously engaged and facilitates coordination and synergies; Maintains continuous dialogue with different institutions and key partners to provide knowledge-based advisory services and to ensure proper integration and co-ordination of related development efforts; Innovative approaches to advance transparency, integrity, and effectiveness of public institutions for better delivery of public goods and services; Provide advice and input to the development and implementation of programmes in anti-corruption.Advocacy, Strategic Partnerships, and Resource Mobilization:
Strengthen and develop partnerships and resource mobilization strategies with donors, multi-lateral organizations, IFIs, government, the business sector, academia, CSOs and the media; Actively engage in UN inter-agency coordination as well as in other forum with the aim to advance UNDP’s strategic agenda on Governance; Engage in policy dialogue and technical discussion on anti-corruption and integrity issues with Government, donors, civil society, private sector and academia; Collaborate with UNDP teams across UNDP Sri Lanka, as well as other country offices.Contribute to knowledge management and information sharing in the UNDP country office:
Organize training for the project/programme personnel to enhance their capacities in the technical matters of the thematic area of the programme; Identify, evaluate, synthesize, and document lessons learned and best practices directly linked to the project/programme goals and activities; Develop knowledge sharing materials and respond to related queries; Contribute substantively to knowledge networks and communities of practice within the thematic area of the programme.The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization

Governance Inclusion and Participation; Anti-CorruptionMinimum Education Requirements:
Advanced university degree (master´s degree or equivalent) in Law, Human Rights, Economics, Political Science, Governance, or a related area is required. OR A first-level university degree (bachelor’s degree) in the areas stated above, in combination with additional 2 years of qualifying experience will be given due consideration in lieu of master´s degree.Minimum years of relevant work experience:
Minimum 5 years (with a master’s degree) or 7 years (with a bachelor’s degree) of working experience in the development sector is required.Required skills:
Experience working in the area of Anti-Corruption is required.Desired experience in addition to the competencies covered in the competencies section:
Experience in providing technical advice in the area of economic governance and anti-corruption is a strong asset; Previous experience in effective project implementation / coordination would be an asset; Prior work experience with a UN entity or development organization will be an added advantage; Substantial previous experience in working with senior government officials on policy and strategic issues is an asset.Required Language(s)
