OBJECTIVES OF THE PROGRAMME
The mission of WHO's Emergency Preparedness and Response Programme (The Programme), is to support countries to coordinate action, prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies. The Pandemic Fund Ethio Pandemic Prevention, Preparedness and Response (EPPR) project in Ethiopia is a significant initiative aimed at reinforcing the country's capacity to prevent, detect, and respond to public health emergencies, including pandemics. The WHO manages the EPPR project in collaboration with other partners as an implementing entity.
PURPOSE OF THE POSITION
In the context of the WHO Health Emergencies Programme, at the country level, recognizing that the greater percentage of the planned interventions under all the three pillars of the EPPR project are implemented by the Ethiopian Public Health Institute (EPHI), the AMR Surveillance system data Officer will manage AMR surveillance data management related issues and assist surveillance sites in the WHONET data entry, analysis and manipulation, and provide monthly AMR surveillance data to the National AMR surveillance data base. He/she will also work as a member of AMR surveillance system coordination team at EPHI.
ORGANIZATIONAL CONTEXT
Based at the EPHI, the incumbent will be reporting to the EPPR project manager under the overall guidance of the WHE Team Lead, and working closely with the project management team. The incumbent will provide support to the AMR surveillance system coordination team at EPHI to strengthen AMR surveillance system.

DESCRIPTION OF DUTIES
During the assignment, the assigned duties below may be modified based on the technical needs of the program.
1. Discover efficient ways to organize, store and analyze surveillance data with attention to security and confidentiality.
2. Develop and implement data management plan (DMP) and procedures
3. Ensure data flows timely and securely based on the SOP
4. Able to interchange data from one system to another
5. Develop data entry platforms with data dictionary using the above software
6. Establish data quality standards and work closely with data generating surveillance sites and institutions to ensure standards as appropriate
7. Follow up of surveillance site project implementation and data entry at surveillance site level on a weekly basis through phone call and assist at site level and submit progress updates to the AMR surveillance coordinator and division head.
8. Oversee the data entry process to ensure submission of quality data on timely basis from surveillance sites and preparing monthly report and give monthly feedback to surveillance sites on data quality and use
9. Provide technical support to data entry process at national and site level in data cleaning, organizing, encoding, and storing data on a timely basis.
10. Store the monthly cleaned data to the national surveillance data repository
11. Coordinate, design and implement effective data management trainings at central, regional, and facility levels and also lead preparation of high-quality training manuals, SOPs and procedures on various AMR related issues
12. Prepare datasets and respond to data call requests
13. Develop data tracking mechanisms from different data sources
14. Perform advanced statistical analysis
15. Apply institutional and national data sharing policies for effective data management system
16. Use statistical software such as SPSS, R, and Stata as required
REQUIRED QUALIFICATIONS
Education
Essential:
First-level university degree in Biostatistics, Information Systems, or any other related field of study from a recognized institution
Desirable:
Advanced university degrees MSc and above in the above fields from a recognized institution.
Experience
Essential:
· A minimum of 2 years of relevant work experience in the health sector.
Desirable:
· More than 2 years of experience in data management within health sector
