Advisor, Strategy and Policy - GL D - 2 years Defined Duration

The new Global Fund Strategy, Fighting Pandemics and Building a Healthier and More Equitable World: Global Fund Strategy (2023-2028), sets out how the Global Fund partnership aims to accelerate impact towards the 2030 horizon and contribute to a world free of the burden of AIDS, tuberculosis and malaria with better, more equitable health for all, as set out in Sustainable Development Goal 3.

Realization of the Strategy’s vision in a rapidly changing global context requires active evolution of the Global Fund’s work, policies and operational model to ensure they are optimally positioned to maximize the impact of our resources and build the sustainability of Global Fund-supported programs. Important areas of work that will help deliver these aims include, but are not limited to, model updates to strengthen the sustainability of Global Fund investments, the roll-out of the Global Fund’s allocation methodology, the Global Fund’s collaboration with other global health institutions such as Gavi on malaria vaccines, and adaptation of core policies to deliver these efforts.

The Advisor will work with the Senior Strategy and Policy Advisor and Manager, Allocation Model, as well as other senior members of the Strategy and Policy Hub (including Senior Policy Advisor) to develop and evolve relevant strategic areas of work, policy and core operational aspects of our model. This will involve developing strategic options, policy guidance, undertaking research, and deducing evidence-based recommendations to inform the strategic and policy direction of the organization. The Advisor will also support the Head, Strategy and Policy Hub in providing support to other functions or workstreams in which the Department is involved.

Key Responsibilities

Under the guidance of the Senior Strategy and Policy Advisor and Manager, Allocation Model, and other senior members of the Strategy and Policy Hub, the Advisor will:

  • Lead in the proactive development of strategic positions and policy options to guide the evolution of the Global Fund’s work in implementing the second half of its Strategy.
  • Lead presentations to solicit and incorporate input from internal Secretariat and external stakeholders on operational model revisions and associated strategy and policy updates, and synthesize key conclusions and strategic implications from these consultations, including pros and cons, risks and mitigation efforts.
  • Develop talking points, briefings, presentations, long-form policy papers and other materials to inform senior management decision making on strategic and policy matters.
  • Lead in the development of secretariat position papers to respond to independent audits, evaluations and reviews, including coordinating input from across the secretariat and developing common agreed positions.
  • Lead in the drafting of Committee and Board documents and presentations, including on the qualitative adjustments process of the allocation methodology, to guide decision making by the Global Fund’s governance mechanisms.
  • Contribute to the design and preparations for the qualitative adjustments process for the allocation methodology, including providing strategic advice and insights, incorporating guidance from relevant policies, coordinating input from relevant technical teams and preparing guidance materials.
  • Contribute to the Allocation Team’s work to finalize the allocations for Grant Cycle 8 and report on the outcomes of the allocation methodology, including developing recommendations for high-level decision making as well as developing communication materials, presentations, papers and other documentation.
  • Develop and maintain relationships with internal and external stakeholders to effectively collaborate, innovate and resolve challenges on joint areas of work across organizations.
