CITES (Convention on International Trade in Endangered Species of Wild Fauna and Flora) is an international agreement between states. Its aim is to ensure that international trade in specimens of wild animals and plants does not threaten their survival (www.cites.org). The CITES Secretariat is administered by UNEP and is located in Geneva, Switzerland. This post is located in the Administrative and Finance Unit, CITES Secretariat at the Geneva duty station. Under the general/direct supervision of the Secretary-General, CITES, the incumbent will perform the following duties: Responsibilities1. Contribute to the formulation, planning, preparation, and budgeting of all CITES programmes and projects; • Define CITES budget and financial needs and elaborate the context of the programmes and projects to the policy-making bodies for their consideration and approval; • Present on behalf of the Secretary-General to the CITES Parties and defend the reports on budgetary, financial, and administrative matters. 2. Guide the UNEP project design, preparation, and implementation: • Work with the project officer in designing and preparing the project documents and provide guidance on budget issues to the CITES substantive officers. • Coordinate the finalization of the UNEP project documents and presentation to UJNEP/UNON for approval, processing, and implementation. 3. Support the CITES Secretary-General in managing resources and financial management of the UNEP project. • Provide advice to the Secretary-General on the application of the relevant UNEP rules, regulations, procedures and guidelines; • Revise the project document in consultation with the project officer and implementing organization; Coordinate the final closure of the project, including the arrangements to dispose of assets. 4. Coordinate and supervise the provision of administrative, financial, general services, and personnel services to the CITES secretariat; • Administrative: Management of the system of provision of office facilities to the CITES Secretariat in accordance with the UN standards; Assist the CITES Secretary-General in all matters related to the CITES Trust Fund and donor funding; Assist in preparation of legal instruments with cooperating agencies, UN Organisations and Implementing partners; Facilitate the auditing of the CITES accounts, projects, activities, and transaction and prepares appropriate response to the queries raised. • Financial: Initiate and manage the CITES transactions in Umoja and IPMR; Monitor budget performance, Certify all financial transactions in UMOJA and IPMR; confirm availability of funds and ensure adherence to UN accounting principles, UN financial rules, regulations, and procedures.; Prepare donor reports and periodic financial and administrative reports on the implementation of CITES projects; Supervise the initiation of financial and administrative documents. • Human Resources: Contribute to the assessment and identification of the CITES Secretariat human resources requirements; Coordinate with UNEP and UNON on the establishment of approved posts, their classification, and recruitment process; Guide the Secretariat in the application of the personnel rules and regulations; Oversee recruitment of staff and consultants, attendance and leave recording, provide guidance on, staff benefits, renewal, and appointments. • General Services: Oversee direct procurement of goods and services in accordance with the UN rules and regulations; Oversee the maintenance of inventory records and reporting. • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables, and reports using data visualization methods to enable data-driven planning, decision-making, presentation, and reporting. • Receives and responds to auditing, inspection, and evaluation requests from the Board of Auditors (BOA), the Joint Inspection Unit (JIU), and other bodies 4. Experience providing advice to senior management and clients on policies, regulations and rules related to UN finance, human resources and general administration is required Experience working with project management, implementing partner management, and financial modules of an Enterprise Resource Planning (ERP) system such as SAP or equivalent is desirable Experience in preparing responses for governing and oversight bodies in an international organization is desirable Experience in supporting financial management of projects implemented as part of multilateral environmental agreements and donor-funded projects is desirable.
