Work LocationAddis Ababa Expected duration3 months Duties and ResponsibilitiesGuided by the continental second Strategy for Harmonisation of Statistics in Africa (SHaSA2), the Eastern Africa Regional Statistics Program-for-Results (EARSP-for-R) is currently supporting the implementation of the aggregated national statistics programs of Kenya, Rwanda, and Tanzania to strengthen the harmonization, availability, and use of core economic and social statistics. As the Program is planned to support activities from 2024 to 2027 within the strategic themes of SHaSA2, institutional and implementation arrangements between partners have been set-up. A Regional Program Coordination Unit (RPCU) was established to provide oversight and monitor activities and the verification process for the Disbursement Linked Indicators (DLI). The six (6) implementing agencies under the program include: The Republic of Kenya, The Republic of Rwanda, the United Republic of Tanzania, the East African Community (EAC), the African Union Commission (AUC) through STATAFRIC, and the United Nations Economic Commission for Africa (UNECA) through the African Centre for Statistics (ACS). The UNECA as the implementing verification agency (IVA) partner of the EAC will undertake verification of a subset of the EARSP Disbursement Linked Results (DLRs) using agreed verification protocols. The DLRs to be verified will be under DLI 1.1 (Improved harmonization and quality of statistics); DLI 2.2 (Improved availability of enterprise-based survey data); DLI 2.3 (Improved availability of agricultural statistics); DLI 2.4 (Improved availability of administrative data); DLI 2.5 (Improved availability of price & macroeconomic statistics); and DLI 2.6 (Gained experience with big data sources and new technologies). The UNECA has been supporting the EARSP for R since March 2024 and will continue to support the program until 2027. This engagement specifically relates to providing administrative and logistics support to the day-to-day operation and management of the project. To ensure the successful implementation of the project, ECA seeks to recruit a program assistant with proven track record in supporting multi-sectoral project across member states. The program assistant should be able to support the project coordination officer, the project technical staff and program manager with all aspects of administration of the project ensuring that the engagement of nonkey experts, logistics and financial requirements of the projects among other things are in order. The successful candidate will support the staff of the African Centre for Statistics of ECA and the non-key experts to ensure the successful completion of verification studies, finalizing the reports within the 28-day cycle set forth by the project; including organizing meetings and related activities as may be assigned. Duties and Responsibilities Working with the programme management officer and the project coordinating officer under the oversight of the Chief of the Statistics Data Development, Innovation and Outreach Section (SDDIOS)-Africa Centre for Statistics, the program assistant will: 1. Support the day-to-day management, operation and monitoring of the project. 2. Support the drafting of the work plan for each verification period including updating and finalizing them prior to the verification of results. 3. Support in following up the draft verification reports based on set of protocols as advised by ACS Staff, PCO, and PMO. 4. Support the engagement of non-key experts including drafting and finalizing the TOR for uploading in the system following UN protocols including seeking the necessary internal and external approvals 5. Support the travel arrangement of staff and non-key experts including accommodations and flight itineraries including the settlements (expense reports, outputs/reports relative to consultant’s claim/s) 6. Draft email and communications, as may be required for the project. 7. Support in organizing meetings and activities under the project and/or the ACS including but not limited to calling for meetings, writing meeting notes/highlights, following-up deliverables, providing materials to RPCU (upon discussion with PCO/PMO); 8. Create data visualizations for the ECA Statistical Information System; 9. Develop data validation, cleaning, and modelling scripts using data science techniques. 10. Participate in the development of data pipelines. 11. Assist in the technical documentation of innovative data systems; and 12. Perform other duties as may be required by the division, PCO, PMO, staff and experts/consultants, from time to time. Qualifications/special skillsHigh school Diploma is required A minimum of five (7) years of progressive work experience in program management/assistance or related fields is required Past work experience with the intergovernmental organization is desirable.
